PAGE SIX THE BEMIDJI ’ DAILY PIONEER : SATURDAY EVENING, JANUARY 31, 1920 INN FEINS ARE DETERMINEDTO OUST BRITISH ~ GOVERNMENT Woaging a Species of Guerilla Warfare Upon Royal Irish Constabulary RESORT TO ANYTHING TO SECURE RESULTS i'lnmtl Made Against Live of Officials; Want Their Independence {Third of Scries) By Webb Miller {United Press Correspondent) Dublin—(By Mail)—In their ef-| fort to drive the British government out of Ireland, the extreme section of Sinn Fein is waging a species of guerilla warfare upon the Royal Irish Constabulary. The more radical element of Sinn Fein has instituted a remarkable campaign of terrorism and intimida- tion aaginst the police force urging] systematic extermination by shooting from ambush and attacks in force upon police barracks. In the past few months scores of such attacks Bave been made in widely seperated parts of Ireland, resulting in the killing of fifteen policemen and wounding many more. The extremists advance the argu- ment that the power of the British government depends upon the police force—that the government wou.d be helpless and unable to enforce their laws if deprived of the suport of the police. Therefore ‘th2y intend to make the life of police unsafe and uanbearable in the hope that the power of the government will be weakened. In carrying out the campaign the leaders have started an unparalleled *class propaganda’ directed against the Royal Irish Constabulary as a whole. Every argument to stir up bitterness and hatred is utilized. In some sections of the South of Ireland the leaders have ordered their fol- lowers not to associate with or speak to policemen and to report the names of any person seen associating with a member of the constabuiary. “Chain Letters” Written. One of the newest devices to arouse|g, Matred is a ‘chain letter” scheme. The following document has been sent out to 2 number-of Sinn Feiners with instructions to copy it four times and send it to four friends, who aye to repeat the operation indefi- mitely. ““They have sold for silver the flesh and blood of the people. “For money their hands are dipped $n the blood of their people. “What of the people? Shall they the hand of Cain? ““They are the eyes and ears of the epemy. “Let these eyes and ears know no friendship. “See that there are none who shall; assoeiate with them. See you that? those who do are treated likewise. “The blood of our martyrs shall be on them and on their children’s children, and they shall curse the mothers that bring them forth. “And the Lord set a mark upon Cain.” So widespread is the fear inspired that in the hotbeds of Sinn Feinism in the South, the police are avoided like the plague. Even the former friends of the police, who are nearly all Irish, are afraid to ve seen talk- ing to them. The government has been forced to ¢lese many outlying pos.ice stations and concentrate the forces for satety, and increase the patrols to three or four in a group. Declares Life Forfeited. In County Cork certain Sinn Fein leaders sent out formal orders declar- ing that every policeman and person in the “pay of England’ are ‘‘deemed to have forfeited their life,”” and call- ing upon their followers to execute the orders. A copy of this remarkable docu- ment is in the hands of the govern- ment authorities. It rea#ds as fol- lows: ““We hereby proclaim a military area with the following regulations: “{2) A policeman found within said area on or after this date will be deemed to have forefited his life, the more notorious police being dealt with as far as possible first. “{b) Every person in the pay of England (magistrates, jurors, etc.) ‘who helps England to rule this coun- try or who assists in any way the wpkolders of the foreign government will be deemed to have forfeited his Yife. “(e) Civilians who give informa- tion to the police or soldiery specially sach information as is of a serious character, if convicted, will be exe- euted, i. e., shot or hanged. “¢d) Police, doctors and prison efficials who assist at ,or who coun- tenance, or who are rsponsible for, in any way conected with obtaining information from any Irish citizen for use against any other may be executed at sight as a common out- Jaw. Offending persons will be executed should it take years to grack them down. “(e) Every citizen must assist, wihen rtequired, in enabling us to perform-our duty.” : Subeoride for The Ploneer. High Prices in Early New York. During the British occupation of New York in Revolutionary days, the method was to sell in wholesale lots at public auction and to issue revoc- able licenses to retailers. The best flour then sold for $14 a barrel, bacon at 32 cents a pound and beef at 18 cents u pound. Wages were less than 50 cents a day. PROCEEDINGS CITY COUNCIL, CITY OF BEMIDJI, MINNESOTA. .
