Philadelphia, Dec. 21.—pPresident Samuel Rea of the Pennsylvania Rail- road company, in a statement, said he regarded the railroad rate deci- sion handed down by the interstate commerce commission as the begin- ning of a broad, constructive policy in railroad regulation. The statement continued: “It certainly indicates that the com- mission has been seriously impressed by actual railroad and financial con- ditions and we recognize that the commission has carefully considered the entire situation and rendered what it believes to be a fair and equitable decision.
