Paris, Dec. 21.—Minister of Finance Ribot explained the 1915 budget to the appropriations committee of the chamber of deputies. He said in part: “When the war began the French treasury had not taken any precau- tions to enable it adequately to meet the expenses involved. This is one of the proofs that we did not want war. 1t was forced upon us, and I aver ‘that we are not responsible for the unm- chaining of these terrible evils from which the belligerents as well as neu- tral countries are suffering today. “The interests of all peoples are so interwoven that the nations not actu- ally engaged in hostilities are deeply affected by the war.” “France will not lack resources to continue the war, which she did not seek but which she is resolved to pur- sue to the finish without faltering,” M. Ribot continued. “From a financial viewpoint France’s reserves are such that she can regard without anxiety the prospect of prolongation of hos- tilities.” M. Ribot informed the appropria- tions committee that the government had advanced to Belgium 250,000,000 francs ($50,000,000), to Servia 90,000,- francs, to Greece 20,000,000 francs, to { the Bank of Montenegro 500,000 franos. ITALY TO REMAIN NEUTRAL Senate Adjourns After Unanimous Manifestation for Peace. Rome, Dec. 21.—The senate ad- journed after a una rous manifesta~ tion in favor of peace. In the course of the session Premier Calandra ex- pressed the hope that as 1815 had marked the conclusion of peace after the Napoleonic wars so 1915 would be marked by a lasting peace in which Italy would acquire yet more glory and greatness. Premier Salandra also declared ab- solutely false any announcement of Italy’s mobilization. German ‘Aeroplane finterned.’ London, Dec. 21.—A Copenhagen dis- patch to the Exchange Telegraph com- pany reports that a German aeroplane has been stranded on the Danish isle of Fano, in the North sea off the west coast of Jutland. D., Dec. 21.—State Bank Examiner Wingfield reports that the Farmers and Citizens' State bank of Bryant, the Bank of Willow Lake and the First State bank of Faith have turned over their affairs to the state department. The Bryant and Willow Lake banks were connected in a business way with the Syverson bank which failed at Bancroft. This, with paper which cannot be realized upon at present, caused their assignmert. The Bryant bank was capitalized at $25,000 and carried deposits of $170,- 000. The Willow Lake bank was cap- italized at $10,000 and carried $120,000 in deposits.
