Owen, Hines, Minn, Why Not A Federation Of Develop- ment Associations? One of the most significant things at the Bemidji convention of the Northern Minnesota Development as- sociation, and one that has not had the attention it deserves, was the visit of Secretary Deets of the South- ern Minnesota Better Development as- scciation and the spirit of the ring- ing speech he made there. He assured the Northern Minne- sota boosters that there is no spirit of rivalry between Southern Minne- sota and Northern Minnesota, and that he believed the boosters of the north would find the boosters of the south ready and eager to co-operate in all good works for the common good of the whole commonwealth. And the Herald belieyes that thor- - oughly. There have been times when there was misunderstanding between the northern and southern parts of the state, but always such misunder- standing has grown out of Ilack of knowledge of each other’s peculiar problems. All that has ever been needed” to get the two ends of the state working together has been to supply that knowledge; and through these organized associations of boost- ers and their interchange of purposes and information it is being supplied. " There is a Northern Minnesota De- bureau of Berne, Switzerland. el el Tomp ¢ As no Nobel peace prize was award- ed last year there were tweo for dis- posal this year, each of them worth $40,000. : The report of the committee, which was. read by the secretary, refers to Senator Elihu Root's work in thé pacification of the Philippines and Cuba and in the handling of the American-Japanese dispute. * South St. Paul, Dec. 10.—Cattle— It praises his high political and in-| Steers, $6.50@7.75; cows and heifers, ternational ideals, +his prominence as| $4.50@6.60; calves, $4.50@9.50; feed- a statesman and his constant efforts! ers, $4.30@7.00. Three associations but only one purpose—the development and prosperity of MINNESOTA. Too much emphasis has been laid in the past on geographical descrip- tions. There is too much “northern,” too much “southern,” ' too much “western,” ard NOT ENOUGH MIN- nesota. The fact is that none of these asso- ciations can accomplish any of its ob- jects without benefiting the whole state. % Northern Minnesota, for instance wants the state to adopt a broad and businesslike public land policy if it does adopt such a policy, it will fa- cilitate the settlement and develop- ment of Northern Minnesota, and Northern Minnesota will profit by it. But it will also increase the popula- tion the wealth and the number of taxpayers in Minnesota; it will in- crease, by the profits of the policy proposed for the state, the permanent school funds, from which every part of the state receives large benefits.
