New York, Dec. 9.—Kossuth Niles, rear admiral, U. S. N., retired, died suddenly in a bookstore in the shop- ping district. His home was at Win- sted, Conn. He was born in Belleville, 1L, in 1849 and was graduated from the naval academy in 1869. He was appointed to Annapolis after having served in a volunteer Illinois regi- ment in the Civil war. In 108 he was in command of the battleship Louis- iania in a cruise around the world. He retired in June, 1911. People are apparently saving mor | than they used to. And the banks a: a rule are richer. These were the salient points in ll| the annual report of the comptroller of the currency, just submitted to con- gress. The document is replete with statistics of dazzling millions. It shows that on June 30 last if B |all the money in circulation, exclu- sive of the treasury reserves, were divided among the population, every P | citizen would have $34.56. That per fi | capita wealth is greater than it has M| been for a number of years. If the wealth in the treasury were 8| divided among the people every one | would get $9.50. SEMBLANCE OF PEACE DUE Unless Federals Who Deserted Chi- huahua Unexpecledly Turn Up and Resort to Guerrilla Warfare North- ern Mexico Will See No More Fighting. ; Juarez, Mex., Dec. 9.—As a means of placing the rebel territory on a normal basis General Francisco Villa issued an order that all foodstuffs shall be sold at prices usually ob- tained in times of peace. Stores in Chihuahua and other rebel cities are required to sell goods ait prices named by Villa. The rebel leader said that if mer chants attempted to ask higher prices on account of the war he would can fiscate their property. Trainloads of provisions are to be shipped from Juarez to the almost famished citizens of Chihuahua. The foodstuffs are to be sold at cost price until the merchants are able tc replenish their stocks after the open- ing of the railroad. Unless the federal troops who de serted Chihuahua unexpectedly turn up and resort to guerrilla warfare the northern part of Mexico will assume a semblance of peace through the open- ing of the railroads. Villa has been on the alert for a possible attack by federals, but his patrol of the 225 miles from Juarez to Chihuahua has been in the nature of precaution. It was reported that Loms Terrazas, wealthy land owner, had paid to have the federal army escort him and oth- er civilians to the border and that the federals, after reaching the border might attempt to retreat to the state of Nuevo Leon. Y.—Edward Hopkins Hotchkiss, eighty-two years old, major of the Sixth Connecticut regiment during the Civil war and a friend of President Lincoln, was found dead in bed of heart disease.
