Culpin, secretary of the + ' @arden Cities and Town Planning as- wockation of Great Britain, spent three months in this country studying pres- ent day conditions in American cities amd towns. He has embodied bis im- pressions in a paper for his society. He was not well impressed by condi- fioms i American municipalities as ey exist today; but, turning from ex- islng fucts to the city planning wmove- ment in America and its future, he finds much to praise. Of this he says: I regard to many of the existing sdhemes for town planning, the work seems to be in sympathetic hands, and i &8 an encouraging fact that many of the people who are most concerned with town plans there are people who awe approaching it from what we think e proper end of the subject. They &re mot thinking of the glorification of e town. but are realizing that town plemming means not only the provision | of puodblic buildings and open spaces andl the making of magnificent parks “mfl conveniently wide streets, spacious Bomlevards and glorious vistas, but Uhat it means the proper housing of the pesple and the giving of a better cdhance of a decent life to everybody im the town. [t fs that point of view ‘wiilch seems to have been lost sight of M America. as also.in this country, for the last few generations. Whe more logical and democratic farm of education in America will| dombtless result in a generation of #owa planners who, if the present wend is followed. will lead the world im sclentific study. more particularly im that phase which finds its expres- slom not so much in the promotion of the elvic center. although the necessity «f a focus point for the city’s activities will be recognized. but which leads to e provision of better conditions of Bse for the humblest of the citizens. M this respect there would appear # Be a great awakening throughout America, and there is an evident desire fo accomplish something for the im- Wrevement of existing conditions along the lines of co-operative housing, which s bad such remarkable success in Bogland. But in- asmuch as the increase of wages means the ability to pay more for the house provided, there seems to be no reason why the same system should not be adopted successfully in America. At the beginning of the last school year School Superintendent R. H. La- tham began a course in government and economies, open to the senior stu- dents, and put the new department un- der the direction of the secretary of the board of trade. The students learn- ed the elements of government, special attention being given to analysis of the city. county. state and federal gov- ernments. During the first term mock elections were held and the class was Successively organized as a city coun- cil, a general assembly and the con- gress of the United States. As a result of this work the boys developed au active interest in public affairs. To hold this interest it was suggested that there be organized a Juvenile club of the board of trade. Membership in the club is not limited to high school boys, for it was thought best to open to all interested boys of | the city a way to .become identified with constructive civic work. The boys have the privilege of at- tending regular meetings of the board of trade, with the right to take part in debates, but without voting power. Committee work i special meetings are held for them twice a month or more frequently if the work demands. The first employme: the juvenile club of members of in the recent Industrial survey of Winston-Salem | conducted by the board of trade. In this work the boys visited local manu- facturing establishments and filled out a detailed schedule in the same man- ner as do special agents of the stati: tical bureaus of the federal govern- ment. were held responsible for racy of their reports, and sta- tistical tables of much local value were compiled directly from their reports.
