We have files from the British West Indies dated at Kingston, Jamaica, on 9th of October, with later reports from most of the other islands. From the French West Indies we hw article, taken from a Guadaloupe paper, written in defence of the African immigration policy of Napoleon. The sys- tem is defended on the ground of Christianity, morality and philanthropy, and the Exeter Hall orators of England come in for some bard knocks. OUR KINGSTON CORRESPONDENCE. Eatension of the Atlantic Telegraph to Jamaica—Steamships to the United States—Representation of the Colonies in the Imperial Parliament—Ezpected Refusal of the Government to Sanction Chinese Immigration—Baneful Results on the Agriculture of the Colony—Jamaica don’t want Sepoy Convicts—Sugar Duties—The Colonial Revenue— Value of Landed Property, dc Although there has been no public demonstration in this country at the success of the Atlantic telegraph, we re Joice at the completion of this wonderful undertaking. Mer- chants, politicians and others are anxious to know if Ja- maica will be connected with the mighty republic and the Old World by means of the electric wire. The speech which Mr. Hosock, our Minister of Finance, delivered in ‘the House of Assembly last session, in opposing the pro position to establish a steam communication between this island and New York, been republished and made the foundation of several newspaper articles. Mr. Hosock stated that he was in possession of an important communi cation from the West India body in England, announcing that “as seon as the Atlantic telegraph should be laid down between Valentia and Newfoundland it would be carried, by means of branches, through Jamaica and the other West India isiands.’’ This communication has also been published, and states that Jamaica will be called upon to guarantee £100,000—the expense of laying down the line from Key West to this island. Exception is taking to this, on the ground that as Cuba intervenes and will, therefore, receive European and American intelligence be: fore Jamaica, we should only be called upon to guarantee the cost of connecting the two islands, which is estimated ‘fat £17,000 to £18,000. The public are at present more favorable to the steam communication than to the telegraph, for they know that for £4,800 per annum they will have a steamer at this port fortnightly, which will bring late intelligence aud augment trade by the influx of her passengers; but they do not know what they will have to pay for the electric wire. However, this matter will soon be settled, as the Legisla. n interesting ture will be in session in the course of six’ weeks. Some. thing must, under all circumstances, ve dono during the ensuing session to facilitate communication with the United States, for the community will no longer consent to remain Strangers to the affairs of our transatlantic neighbors. The question of colonial representation in Parliament is being discussed bere, and arrangements aro on the tapis for pressing this matter by memorial on the Imperial go- yernment, The representation of the colonies in Parlia- ment would be of vast benefit to the dependeacies of Eng- land, and Jamaica, without a doubt, would be greatly ad. vaptaged by it. Although this island is the oldest India colony of Great Britain, less is known of her affairs by the leading politicians of England than of Siberia or British Caledonia. No Minister has ever furnished the Legislature with correct information respecting Jainaica. The refusal of the British government to sanction immi- gration from China to Trinidad at the public cost creates an impression here that the veto of her Majesty's Minis. ters will be placed on the grant of £20,000 which our Board of Immigration bas made for the ‘tntroduction of Chinese laborers into this colony. Mr. Stephon Cave, Chairman of the West India body in England, bas address- ed a letter to the Secretary of State on behalf of this colo- ye but the last packet sailed before a reply was received. ir. Cave very correctly informed Sir Lytton that “should this proposition be negatived, Jamaica would be shut out from participating in the enterprise sanctioned by Lord Stanley (the late Colonial Secretary), and the exertions now Deing made to revive cultivation would be paralyzed, as as ‘throughout the greater portion of the island labor cannot ‘be obtained on reasonable terms.”’ It would, indeed, be cruel were we to be deprived of these Inborars, as we are in need of their services, and the money for their impor- tation is ready at hand. A government document states that the East India Board has reso! on transporting the Sepoy mutineers or insur- gents to the Adaman Islands, which they consider “pre- ferable to any other destination’ for that class of con- victs, and, therefore, none will be sent to the West Indies as agricultural laborers. This announcement in no way affects us, as the House of Assembly, during the last sea- sion, on motion of Mr. F. R. Lynch, one of the representa- | std of St. Catharine, declined baying any of these “cut- throats.’ A correspondence of some importance to Jamaica and the other West India colonies has also been published, It states that the Lords Commissioners of her 8 Trea. sury have directed that the daty of 238. per 100 owt. on sugar used in breweries, imposed by the Act 19 and Victoria, chapter 34, shal! not be ted so long as t duty on inuscovado sugar remains above 11s. 644., which is equivalent on sugar used in brewing for the present Tate of malt duty ‘The Receiver General has just published a comparative statement of the revenue paid into the public treasury during eight quarters ending 30th June iast. The net amount received for the June quarter was £50,551 3s. 7d. which is an merease on the previous quarter of £411 4s 6d., and an merease on the same quarter of 1857 of £3,183 1%) &!. The amount received under the Import Doty act during the three months ending 30th June last, is £34, 283 Lbs, fd. groms, which is nearly £3,000 more than that obtained from the same source during any other quarter embraced in the return. But while this impost has in creased, the tounage dues have decreased from £2,981 1s. lid., in January, February and March, to £2,114 %. in the montis. Rum duties yielded £1, 306 Ge. Od., and stamp duties £717 14s. 6d. in ex cess of the sum received during the previons quarter. Motal licenses have for the first time during the year ending June 30, contributed quota to the revenue im the shape of £34 4s., but the amount for still li- censes is small compared with that collected in the March quarter. The cause of the slight increase in the general revenue is to be found in the columns appropriated to direct taxes. In the March quarter, the collecting con- stables paid in £3,408 3s. 4d. but in the June quarter, only £1, PTT 12s. 2d. —the difference bemg £2,330 lls. 2d. The complete ruin ot | the cane erop, for want of timely weather, and the back- wardness of the yam and potato, imparted continued ac- tivity to the American provision trade, condition of the laboring classes, at which the tenancy question had received some consideration. DEMARARA. The Court of Policy had had a meeting at which was an- nounced the confirmation by ber Majesty of the Railway ordinances to enable the company to raise « loan of £175,000 on the colony’s guarantee. The ordinince re- quires the appointment of a colonial committeo of ma- nagement, eegrey of three, two to be appoiated by the company, and the third by the government, but to be paid» by the 00 the company, ufacturing operations had been commenced on many estates, and about the 224 of Sep- tember would become general throughout the colony. Trade continued dull, but it was expected that when sugar making commenced ihere would probably be an improve- ment. We quote from the city article of the Intelligencer : Business has heen unusually dull during the past fort night—very little doing in imports, and there has been a decline in price on nearly all. A small cargo of codfish | ‘The general news was without interest. Therehad been — | two meetings of resident proprietors of estates in further- | ance of the project for improving the moral and social | has arrived from Newfoundland, which has been stored for retail sales. The stock in hand, including a quantity of large French cured fish, in ten quintal casks, amounts to nearly 3,008 quintals, two-thirds of which is of last year’s cure. There have been several arri- vals of white pine lumber; two last cargoes sold at $23. A well assorted cargo of pitch pine wanted. Exports continue very scarce, both for sale and shipment; sugar in brisk demand for the United States; rum very dull, Freights are quite nominal, and the river 's crowded with secking ships. Weather intensely hot. TRINIDAD. Our exchanges from this island are to the 4th. The in- telligence is not of much interest. The Council of Govern- ment had « meeting on the Ist. Two despatches from the Secretary of State, on immigration, were read; the first referred to the loss of life on board the Saladin and Cam bodin after leaving Caloutta with coolies, the former for Trinidad and the latter for British Guiana; the second des: patch directed that all the expense of introducing Chinese should be defrayed by the parties bringing them out, and not be a charge on the public revenue of the colony. THE FRENCH SLAVE TRADE IN AFRICA—COLONIAL REPLY TO THE BRITISH PHILANTHROPISTS. re L'Aventr of adaloupe, August 26. * * Th smeonnbing: faces last nnalter aan August) the arrival of the Stella, which had just come into port with 700 African immigrants, we, taking an interest in the matter which must be kenerally understood, congratu- lated ourselves on the satisfactory state of health in which we found these men, women and children, on visit- ing them at Darboussier, Darboussier is but a sort of first resting place, where the immigrants, Indian or Afri- can, halt to refresh themselves after the fatigues of the voyage, and to make acquaintance with that soil of the Anulles by which they are invited hither, and the fruit fulness of which is to be increased by their labor; yet nothing is omitied at Darboussier to render the sojourn agreeable and wholesome, and the locality is in every pos- sible adapted to the pur We stated that all the immigrants enjoyed perfect health, in consequence, we added, of the good treatment of which they had been the Objects atthe hands of the ship's officers and the medi- cal man placed on board by the administration. There was reason for the appreciation we thus formed ez abrupto, without any previous information, and at the very moment when the immigrants were being landed, it rest- ed upon an incident which ocenrred during our’ visit to Darbonssier. At the moment of our arrival there, two persons who were unknown to us, arrived also; the immi- grants, soon recognizing them, got ap and surrounded them, giving loud and general manifestations of joy; these two persons proved to be the captain and doctor of the Stelia. This told us all. It is not usual for victims to greet and welcome in this borsnen those who have tortured and enchained them; and jcture is very unlike that recently eketched by the Foghon in their Parliament, in their newspapers, at their clubs, their taverns, and everywhere else, on the subject of that slave trade which they accuse France of continu- ing under the disguise of immigration. Does she not lift him out of ignorance and fetishim, in order to bring him near the light and to initiate him in the worship of the God whom France adores? From being a slave and an idolator, does he not become a Christian and a French citi- zen? Is not, then, the work in which France has en- gaged, in regard to the African, a twofold and maguificeat redemption ? And, as to the Fast Indian—Does Fogland think he d complain of escaping from ber domination in India to come and live in our colonies under the protection of our laws? Is not the work of France, in regard to the Indian as ip that of the African, good and serious philan- thropy? Lord Derby, Lord Brougham and Lord Malmesbury were aware of this fair and candid de- claration, and of the firm position taken by France in the maiter of African iramigration—so that the petty comedy recently played by them was little worthy of such actors, theatre in which they played it, To return to the Stella: We have examined this ship in her minutest details, and have assured ourselves that no- thing has been neglected, no sanitary precaution omitted, to secure the well being of the immigrants and the suc cess of the enterprise.
