It is clear, how- ever, that be had pretty much abandoned hope of com. miutation. We suppose that the appeal referred to by the Governor is one sent by W. C, Bloss, setting forth that names could be scnt to @ petition if it Was necessary, or if they would exercise any intluence with the Executive. The report that the mother of the prisoner had gone to Albany was premature, as she had not left the city this morning. ‘The petition bas been signed by, perhaps, fifty persons, and, sofar as they are known, are uc doubi respectable. IRA STOUT'S FAREWELL TO HIS MOTHER. {From the Rochester Democrat and American. } Below we publish a letter sent by Ira Stout to his mother, A tone of feeling pervades it that should indi cate the writer ag a truly penitent man. FINANCIAL AND "COMMERCIAL. Sexpay, Oot. 8PM The week which ended yesterday was marked by but little activity in mercantile transactions, and a pretty Keperal deciine in the prices of staple commodities. Brea: stuffs have fallen off quite seriously since last Monday, t decline being equal to 300. a Be, on the barrot of flour Business has not boon very active at the decline. Tho cotton market has been irregular and unsettled, the r ports of the crop contiouing to justify expectations lower prices, and operators fearing t mows until tangible results are arcertained. In provisions we note a slight decline in price, with, however, more business doing tha there was at this time last week. Coffee in quiet and steady, The toa auction last Tuesday was well attended, and in somo qualitios a slight advance was realized. The dry gools market has been quiet, without change worthy of remark ‘The foreign trade of the port was considerably smaller last werk than was expected. It falls below the totale of he corresponding weeks of last year and the year before. Aucther week or two of similar moderation in the imports, aud we shell find our yearly debt to the foreign worl, created at thie port alone, eighty millions less than it was at the same period Inst year, ‘The following are the official ‘Custom House tables for the week and the yoar:— Tavonrs Por the work. 1866 1887. 1858. They began the week with an apparent re- serve of $20,170,200; but im reality it is not probable that they held over $28,600,000. If the internal exchanges of specie during the week balanced each other, the actual amount ip bank to-day must be about what the banks showed last Monday. The sab-treasury holds 810,198,837, having lost during the week about $200,000, There is no change in the price of money to report, Loans aro still made at three per centon government and State securi- ties (we hear of no loans below that rate); at foar on railroad securities and in the purchase of first clase short dated paper. Loans for sixty or ninety days on stocks, and paper at three to six months, or secoud class short paper, range from five to eight per cent, EX: change on Europe has not been quite as strong this week ag itwas last. There were very few sales of sterling over 110, and a good many between 109% and 110; franes were done at 6.12) a 13%. Mercantile bills have been fcarce throughout the week. The stock speculation impulse we noticed a week ago— @ partial revival in this market—has continual to prevail throughout the past week. Nor is the fact unnatural, In every great commercial centre there is at this moment a fever of speculation raging. The rate at which the funds in London and the Paris rentes are moving is al- most unexampled for a time of peace. A plethora of money, and a want of legitimate channels to employ it in, seem to have driven men into tho tock markets there, It is but natural that the pmo causes should produce th@like effects here; but there is his difference between the stock markets of Europe and that of New York. Their experience has taught rich men that it will not pay to speculate for the rise in securities which do not possess an intrinsic value; and, conve quently, though of course there are bubbles in Europe as well as here, they are of secondary importance on the Stock Exchange, and the article in which men speculate is usually the public funds or some equally reliable security. Here the rule is reversed: permanent, intrinsic vahio is never considered; the only question debated by specula- tors is whether, after they have purchased, greater fools ‘will come from outside and relieve them of their stocks at an advance. No speculator in the New York marketever thinks of holding his stocks over a few weeks. flo buys, when he speculates, railway stocks which many wet! at- vised persons consider absolutely worthless; he never, or hardly ever, touches the reliable securities of the day— United States securities, State stocks, or uaquestioned bonds, This difference between stock speculation in Europe and the same thing here must be borne in mind by all who propose to draw analogies between the two, The speculation in our stock market during the past week has been almost exclusively confined to such specu- lative railroad stocks as Reading, New York Central, Michigan Centra! and Southern, Cleveland and Toledo, and Pacific Mail. We presume that not one man in his seuses, with the experience of the past two years, would want to Duy a share of any one of those, to be bound to hou it for twelve months from the day of the purchase. The people who buy them do so in the hope that when they put them four or five per cent higher, and circulate stories of whe great speculation in stocks, through the newspapers, the public— meaning simple, credulous people, with mouey to luse— will come in, and they may be abie to sell their stocks at & profit; then—as they did in March last—they will turn round and hammer the market down. W"dare say they will succeed. The course of the stock market for the past week has been as follows :— cai do. preferred Michigan Central.
