Hovss.—Mr. Butler (Mass.) introdaced a bill authorizing the issue of a national curren- cy and to insure its rehability and elasticity. Referred to the Committee on Ways and Means. Mr. Butler moved to reconsider the motion by which the bill was referred, and to lay that motion on the table, and proceeded to address the House in favor of a mational currency. Tae currency, he said, was sound enough, bat it lacked re and stability, He referred to the nigh ratio of interest, and sald the safety of the country demanded some Iegisiation to reg- ulate this, whereby it would be more uniform. The only comprehensive remedy for the inte- licity of the currency and financial condition that has been proposed, so faras he xed, is that we should resume specte payments at once, or at some period more or less remote, or other wards that we should return to the ‘Gurrency existing before the war with the sub- stitution Only of the material for the State banks; that is that the Government should con- duct its affairs by the receipt and payment of specie, and that the State banks should have in their vaults one-fourth of the amount oi their cireniation in gold,thus to be in condition to propose to pay specle for their bills when demanded, which should therefore be equal to gold. This, it it cam be done, will of course bring every United States bond at once to par in gold as Well as all legal tenders, if the re- turn to specie payment by the Government did not presuppose the substitution of gold tor them.
