In this way they bave ndustriously fanned every ember of dissen- -ion. but have counted most upon making mi:- het through the agency of the Tenure of Ut- | fice act. If Congress would only make the mistake of imsisting upon keeping that act im- | pending over the shoulders of General Grant. As @ Tod of menace, they felt sure of effecting | an irreparable breach between that body and the new President. Therefore, the action of the House yesterday in tepealing that act by the decisive vote of 121 to 47 is a most discour- sging blow to these mischief-makers. It ma; | be that the majority for its repeal may not bess | great in the Senate, and it will be probably held under consideration for some time there, but there seems to b= no doubt whatever that that body willcoucur with the action of the | House. : It is evident that the act has entirely outliver © its usefulness, or will have dome so by the Fourth of March next. It was adopted solely to cireumscribe the sections of a President in whom Congress had no comfidence. It was, next to the measure of impeachment, the most hostile act that Congress could aim at the Chiet Magistrate. If continued beyond the term of the President at whom it was leveled, the fact would inevitably be construed as ex- pressing a similar want of confidence in bis successor. This is not the relation to General Grant m which the Republican party wish to be placed. They have every confidence in him, and especially in regard to the purity and honesty of his intentions in respect to appoint- mets to office. They feel that within the constitutional limits he should have full power to sppoint those he can confide in. and for whom he is responsible, and to remove those he does not confide in, or who prove inefficient- And the Act has proved so cumbersome in its Workings, that nothing but the imperative necessity for some such machinery to restrain an obnoxious President would have kept it in foree up to this time. It puts the appointing power and the confirming power in a complete dead-lock; and makes it almost impossible to get the right appointee in the right place, or to eject the wrong one when once in. And awk- ward as have been its workings in the past, the difficulties would be still greater during the first year or two of the incoming adminis- tration, when the mass of removals and ap- ointments are to be made. It would certainly be requisite for the Senate to remain in con- tinued session; and the amount of friction engendered im this protracted battledore inter- change of appointments and removals would be conducive of anything buat good to the har- mopy and well-bemg of the Republican party. For the life of us, we camnot understand | ‘what good ts to be accomplished by the passage of Senator Norton’s resolution declaring that no foreign telegraph eompany has the right to | land a cable on the coast of the United States Without the consent of Congress. Granted. | And, by the same token, Congress could hard- | jy fail to give its consent, finally. What de. | sirable end, then,—desirable to the public, we mean,—will be attained by the declaration! If landed, the American terminus would of course be subject to the Jaws and regulations of this country, and this fact, we assume, the new company fully understand and accept. It will, however, ve very apt to look upom the passage of the resolation in question as an un- friendly act, and the resalt would be to em- barrass the enterprise, even if such be not the imtention. But it looks very much as if the movement was made in the interest of the ex- isting cable ,and to perpetuate that monopoly: yet this view of the case is so mach in conflict ‘with the spirit of the age and so at vamance wuh the bigh position and duty of a United ‘States Senator that we are unwilling to accept ites the true one without conclusive evidence tosupport it. Nevertheless, we hope the resolution will not pass. in behalf ofa monopoly-ridden people, we msist that it is the duty of Qongress to aid in removing instead of imposing restrictions upon all means of communication, not only in this country, but between it and the old world- Happily, im this ease all that is needed is tole at severely alone: and this course, we trust, our ‘Solons tn both Houses will adept. Of the great value of factories to any city all persons are satisfied, and that Washington has supericr natural advantages for manufactares of almost every description is conceded by all who have given the matter intelligent consideration. But if factories of various kinds were now established here they could not successfally compete with those of other places, on account of the high cost of living at Washington. This results from the want of cheap and speedy communication between our sources of supply anddemand. Give us increased rail way facili- es, ard manufacturing enterprises are certain to follow. But living must be cheap before they cam prosper. a We are glad to hear there is & prospect of the election of Mr. A. W. Campbell to the United States Senate from West Virginia. Mr. C. is yet & young man, but he is the possessor o qualities fitting him for the place not always fo be found im older men, and, if chosen, he Would do honor alike to the position and to his constituency.
