Mr. Sumner introduced a bill to prevent the Alienation to foreigners of grants or privileges by the United States, Referred to Committee on Foreign Relations. Mr. Frelinghuysen introduced a bill to continue the office of Solicitor and Naval Judge Advocate General. Mr. Rice introduced a bill ee aid to the Arkansas and Camden P: je Ratiroad. Mr. Trumbull called up bill extending the time for finding indictments in the United ‘States courts in the Southern States to two om the time of their readmission to je! The bill for the relief ot Sue then taken up. Mr. Davis took the floor, and again addressed the Senate in favor of the bill. Hovss.—Mr. Butler (Mass.) introdaced a bill authorizing the issue of a national curren- cy and to insure its rehability and elasticity. Referred to the Committee on Ways and Means. Mr. Butler moved to reconsider the motion by which the bill was referred, and to lay that motion on the table, and proceeded to address the House in favor of a mational currency. Tae currency, he said, was sound enough, bat it lacked re and stability, He referred to the nigh ratio of interest, and sald the safety of the country demanded some Iegisiation to reg- ulate this, whereby it would be more uniform. The only comprehensive remedy for the inte- licity of the currency and financial condition that has been proposed, so faras he xed, is that we should resume specte payments at once, or at some period more or less remote, or other wards that we should return to the ‘Gurrency existing before the war with the sub- stitution Only of the material for the State banks; that is that the Government should con- duct its affairs by the receipt and payment of specie, and that the State banks should have in their vaults one-fourth of the amount oi their cireniation in gold, thus to be in condition to propose to pay specle for their bills when demanded, which should therefore be equal to gold. This, it it cam be done, will of course bring every United States bond at once to par in gold as Well as all legal tenders, if the re- turn to specie payment by the Government did not presuppose the substitution of gold tor them. Alluding to the various plans of resumption whieb have been proposed, Gen. Butler said: One says “the way to resume is to resume.” Suppose the physician should say to the si man, “the way Bot to de sick is to be well: might not the patient ask bis doctor, “How am 1 to get well!" So, a tew years sgo, oue may Tememb: F, that the way proposed forthe Union armies to getto Richmond was “On to Rich- ad 1 trust 1 may not be considered as us in calling to mind that our armies mg out that suggestion, which resulted in such disaster that it was to be hoped tho.e who blunily ad- vented it would never again dogmatize upon ¥ ject the difficulties of which they her peony mor understood. It was jocosely said some years ago that while an act of Parliament was omntpotent, it could not make one’s uncle bis ABD 5 Alluding to Senator Morton’s speech and b's — of resumption, Mr. Butler said it would perfect it it were not 1m; ie Si of the halo thrown around it by his logic that the Government lenrming, tt the banks shall return to payments by hoarding gold enongh with which to do it But bow ts the gold to be got! By borrowing, ply. 1f a return to specie values is the only remedy for our financial evils, then is bat one plan, in his (Mr. B's) jadgment, by which it can be accomplished: We must wait and grow toit. By the industry and economy of our people: by the development of our re- sorces; by the enterprise of our business: by the extension of our comtmerce; by the production of the precious metals; by’ reducing importa- tions, the only method oy which we can keep especie at home; by retrenchment of the expen- ses of the Govere ment, both State and national: by the relinquishment of all hazardous aud doubtiul enterprises; we must accumulate sufficient surplus wealth to bring back the 6.0.01 0,000 of our bonds held abroad, to which may be added an equal like amount of State and railroad. bonds ‘also tid there, and thus ‘stop the annual draw of more than seventy amiliions of bullion now sent abroad, year by year, to meet interests alone. Tn concluding. Mr. Butler said: { stand here, therefore, for inconvertible paper money, the gTeenback, Which bas fought our battles and saved our country, which bas been held by as asa jmet-equivalent for ‘the blood of our sol- diets, the lives of our sons, the widowhood of our daugbters, and the orphanage of their chil- dren. 1 stand here tora currency by which the buriness traneactions of . 40,000,000 people are safely acd successfully done; which. fow@ded cn the faith, the wealth aud pros- perity of the nation, is at omce the ex- emplar and engine of its industry and power—that money which saved the country in ‘war, and Das given it prosperity ard happi. hess im peace. Leav- ing economy out of consideration, how much more convenient it is iohave the soap in proper shape for using, than to be obliged to get a knife or find astring every time a fresh pieee is needed! 1 have often seen washerwomen And careless girls break a bar of soap in two with their bands, thus leaving long ends to each half. Of course where this is doue, there must necessarily bea good deal of waste. I find that by buying a box ata time, I can get ita few cents cheaper in the pound, and I store it away and deal it out as it isfrequired. I know that many providers consider that where stores are bought by the wholesale, mach is ‘wasted and sometimes a good deal stolen.
