He first alludes to the fact that the work of the Fifty-first Congress has been subjected to revision by a Democratic Congress without results. Discussing next the Democratic plank relating to the removal of the tax on State bank: is- sues, he points out the results that he deems would follow a return to local bank issues. GILBERT ISLANDS SEIZED. British War Shtps Grab More Territory in the South Seas. Reports received at San Francisco by Australian steamer from the Gilbert Is- lands bring news of the seizing of the islands by Great Britain, This; follow- ing on theseizure of Johnson Islands and she purchase of Niihan islands, indicates that England intends to rule in the South Seas. The chief production of Butaritari and of the Gilbert group is cocoanuts, the trade in which is very valuable. Lately the King has permitted several shiploads of natives to go as laborers to Queensland and to Mexico. It was a cargo of these Islanders who went down with the brig Tahiti in the Gulf of Mex- ico. Gladstone and “Labby.” The correspondence between Mr. Glad- stone and Mr. Labouchere on the subject nf the alleged objection of the Queen to jifr. Labouchere’s presence in the Cabi- net, fills six pages of the London Truth. In his comments on the correspondence Mr, Labouchere unqualifiedly asserts that the Queen did interfere, although Mr. Gladstone was strictly within the hounds of truth in saying that he had not submitted Mr, Labouchere’s name to Her Majesty. London Not Scared. A report from London states that the cholera scare has practically died out there. The general feeling is that it is too late forthe spread of the epidemic.
