WASHINGTON, Deo 8 (United Press).—America's army should be in- erensed from its present size of 137,000 officers and men to 168,000, Gen, John J. Pershing, chief of the staff of the army, declared to-day in his snnual report. This latter force is necessary to mect a sound policy of national de- fense, he declared.
