' ALBANY, Feb. 23. Following is a resume of the fatest legislative proceedings af- fecting or of interest to the City @f New York: IN THE SENATE. Mr. Cotillo has won a victory fm his fight before the Joint Com- mittee on Labor and Industry on the Workmen's Compensation law. Mr. Cotillo made a strenu- ous argument before the Commit- tee against an amendment which discriminates against alien de- pendents, It was announced to- day, after a conference between the Senator, Chairman Knight of the Committee, the surety com- panies and State Industrial Com- missioner Sayre, that the amend- ment will be stricken out. This means the parents of a workman Killed in a hazardous occupation will receive compensation, whether residents of this country @r not. Dobson of Seneca Falls has introduced a bill re- quiring private detectives to wear at all times a badge or shield in plain view and requiring persons or corporations operating a patrol or protective agency employing guards for any purpose to obtain a State license. Mr. Dobson also introduced an amendment to the General Busi- ness law to exempt from the pro- vision for the licensing of ticket agents of railroad and steamship companies those who represent only one such company Peter Hamill of New Yurk has introduced a@ bill providing that the cost of widening Elm Street, Manhattan, back of the Hall of Records, shall be borne ex- clusively by the city. Frank J. Taylor of Kings intro- duced a bill providing that in New York City it shall not be necessary for a Surrogate to give notice to parties of the drawing of a jury. Sol Ullman of New York would amend the Criminal Code by pro- viding that women may serve on juries, but not make the service compulsory. His bill was drafted by the Women’s Bar Association.
