| SONGRESS TOPS. SOLDIERS’ BONUS pe AT THIS SESSION | Passage of Law Depends on Speed in Agreeing on How to Get Money. ! WASHINGTON, Jan. 9.—Agree- Ment has been reached at a While House conference for the enactment of a Soldiers’ Bonus Bill during this gession of Congress. The measure will be acted upon by the Senate im- mediately after the bill for the re- funding of the foreign debts is passed. It 1s pointed out that the @nderstanding that President Har- @ing will sign the bonus measure does Mot represent a change In his posi- tion, According to a Senator who at- tended the conference, the President takes {t for granted that the bonus Will pass and will not offer objec- tion. His position has never been in @pposition to a bonus, but to a bonus @ a particular time, It was aaid. | ‘Bo far as known, the Treasury De- partment’s dislike fr a bonus is un- ehanged. There was an opinion among the conferees that Secretary Mellon would not favor it as a separate Proposition; but, in view of the atti- tude ascribed to President Harding, Mr. Mellon is not expected to fight | ube bill. How soon the measure can bo| passed is dependent upon the ability of members to get together on the plan of providing the moncy. Sup- | | abe of @ sales tax hope to capital- ¢ the sentiment for a bonus and in- @ugurate the new scheme for raising revenue, but are sure to run into con- gues opposition from the agricultural JOC. If a way can be found to provide the bonus without any addition to the fax burden, the measure should have eusy sailing. In this connection, thought ts turning on the posmoility of a large saving in naval appropria- tions that can be turned over to the ex-service men, supplemented by cui- lections of interest and principal, or both, on the debt of foreign countries to the United States. —_—_——Ss— JOHN H.
