y $ SPIRITUAL COCAINE GIVEN AS CAUSE FOR INDUSTRIAL UNREST Don’t Teach Men to Endure ‘Work as a Curse; Make It Enticing, Engineer Advises. “Spiritual Cocaine” 1s the name stven to industrial welfare work by Walter N. Polakov in speaking to the American Society of Mechanical Wngineers at its annual meeting here to-day. “It attempts to divert the attention from work to recreation.” he said, “and is degrading because of oe | the eflent admission that work is 4 curse.” Mr. Polakov, a consulting engineer and member of the anciety, read a paper on “Making Work Fascinating as the First Step Toward Reduction of Waste.” Personal edministration, compensation methods and welfare work have failed, he declared, be- cause they have elther concentrated their efforts on the functions outside of the work itself or have attempted o stimulate the antmal instincts lone. “The creative, intelligent impulses ‘men should be given the fullest rtunity of self expression,” Mr. oPxkov added, “where the monoton- +, automatic, repetitive operations situerto performed by men are rele- gated to machines while the men as- sume the part of directors and super- visors of processes.” Inefficiency and waste now are the Tesults of restricted use of the creat- ive capacities of the workers, he said, and this loss can only be abolished { by uniting the brain with the manual functions, Mr. Polakov described a two-rate wage system he had em- ployed which “consists of a fixed rate of wage based on time and class of work, and a secondary rate of wage based on actual exercise of skill, knowledge and intelligence.” ‘Walter C. Sanders, Fquipment En- gineer of the New York Central, de- seribed the new “container cars” installed in freight use. He said the new cars, which are loaded and ' shipped in sections, expedite delivery of less-than-carload commodities, eliminating costly crating and pack- ing, reduces congestion, eliminates loading and unloading, doubles mile- age of ordinary freight, express and mail cars and are fireproof and burg- lar proof. Other papers included: “The Art of Milling," by John Airy, University of Michigan and Carl J. Oxford, Detroit: “Avoidable Waste in Locomotives 2s Affected by their Design,” by James Pattington; “Heat Balance in Stean Power Plants.” by E. L. Hopping, Philade!phia, C, W. jarke, J. H. Lawrence, W. M. McKeenan, New York and C. Harold Berry and F. B. Moreton, Detroit. ‘A. Smith, Superintendent of the General Electric Company, Schenec- tady, urged the Government to es- tablish a national saivaging service. The annual meeting this year has rl Cc. Been confin’l to the question of waste in industry ond engineering. DRY NEN, BEATEN RETURN AND SEE $4,000 NBO Jersey Hotel Raided by Two Officers, One With Arm in Sling. Prohibition Enforcement Agent Ei- ward MoMahon, with his broken right arm in a sling, and Cornelius Scott, colored, another agent, marked by the blows of many fists, led United States Marshal Quinn of Jersey City this morning to the Arlington Hotel in that city, and the place was searched by warrant. Liquors valued at $4,000 were found under a bed. Yesterday MoMahon and Scott went into the bar and asked for “a shot.” “Back room," said the bartender. ‘The two went back there, they say, and were at once set upon by @ gang. McMahon's arm was broken with a club, Scott was backed against the wall and beaten. He says a pistol was pointed at him and that the hammer clicked, but there was no re- port. Warrants are out to-day for the proprietors and the bartender, who have not been found. Other Prohibition events of the day in Jersey City are: Joseph Adelman, No. 131 Cator Ave- nue, held in $1,000 bail after the ex- plosion of an alleged still in his cellar. William Savelin, No. 183 Washington Street, arrested for possession of a gal- lon of whiskey and paroled. Thirty-five gallons of alleged gin, whiskey and alcohol seized in Paul Solkowski's saloon at No. 231 Warren Street. Ralph A. Day, new director in this district,.said to-day he. was keeping close check on the transactions of all persons buying liquors for legitimate purposes, “Our department will watch these dealers very closely,” he said, “to make sure that the liquor {s used for the intended purpose.” Prohibition agents went out on a general raid this morning and, ac- cording to their reports, purchased Wquor from fifteen persons. All were served with summonses. Twenty sealed indictments, in which, it is said, officials of the Gov- ernment, politicians, wholesale drug concerns and bootleggers are named, have just been handed to Judge Learned Hand by the Federal Grand Jury. —— LLOYD GEORGE GIVES UP VISIT TO WASHINGTON Mast Re in Parliament for Action on Irish Settlement, ‘ LONDON, Dec 6 (Associated Presa). —Prime Minister Lloyd George has abandoned his intention to visit Wash- ington owing to the early meeting of Parliament to act on the Irish <ettle- ment, it was stated this afternoon. HIRSHFIELD TO ASK DISMISSAL OF COPS IN BRIBERY CASES immagine Two More Undergo Grilling To-Day—All’Claim They Are Innocent. Although each of the eighteen patrol- men accused by Patrolman Patrick J. Twomey of paying $1,500 aplece to Michael Burke, a saloon keeper, as a bribe for advanced ranking in a civil service examination for Sergeant has denied paying a cent, Commissioner of Accounts Hirshfield will recom- mend to the Police Commissioner that all of them’ be dismissed, This was learned to-day from a competent «u- thority. At the conclusion of the examina- tion of one of the men to-day Mr. Hirshfield asked: “Would you like to remain on the police force?” “I expect to,” answered the cop. “I don't think your expectations will be realized,” said the Commissioner, decisively. The inquiry was continued to-day by Commissioner Hirshfield, aided by Assistant District Attorney O'Neil. Patrolman John J. Griffin of No, 409 East 64th street, and Patrolman Patrick J. Clancy of No. 71 Central Avenue, Flushing, attuched to the same precinct, testified that they had never given any money to anybody for that purpose; that, while both knew Twomey, they have ho idea to how he was able in his testl- mony to give the index and seat num- bers of the patrolmen at the examina- tion Aug. 6 last. They were positive they had not given the numbers to Twomey or to anybody else. eee EX-CONGRESSMAN LEONARD DEAD COUDERSPORT, Pa., Dec. 6.—Fred C.
