Y., April 3.—Repub- Tican Senators were in secret session in the Capitol until an early hour this morning devising ways and means of preventing four of their insurgent col- leagues from going over to the Demo- cratic side of the House, The four in- surgents are Senators George F. Th mpson, Frederick M. Davenport, Regs Graves and J. Samuel Fowler. If the four insurgents should decide to desert their party, J. Walker, a Democrat, who is President of the Senate, handed down a parliamentary decision which will prevent the Ie- publicans from killing legislation by the time-honored gag rue. Contrary to the views of Majority Leader Walters, President Walker ruled that a motion to discharge a committee was in order at any time. This means that a bill may be taken from committee and debated on the floor. ‘The decision check mates the efforts of the Republican majority to keep in committee measures to which they are opposed Senator Thompson achieved the victory for the insurgents on a motion to discharge the Judiciary Committee from further consideration of the Health Insurance Bill, a meas- ure in which Senator Davenport is deeply interested. This measure has the support of the Women’s Joint Legislative Conference. After having gained his point through President Walker's decision, Senator Thompson withdrew his motion to have the Health Insurance Bill taken out of committee, contenting himself with postponing action until next Tuesday, when the bill be debated.
