Referring to the new bids Commissioner wrote: “Though the prices quoted, accord- ing to ey. information, were not un- eee in view of existing uncer tain conditions in the coal market, the result of this invitation to coal Jeal- to co-operaté with the city in sup- Ing it coal was decidedly unsatis- ry. “About seventy-five coal dealers throughout the greater city, selected upon the basis of their reliability, were invited to submit bids for the Purpose of securing competition, des- pite the fact that the Hoard of Alder- men had as an emergency measure and pursuant to my request waived public letting. Of the seventy-five coal concerns Invited to submit bids only eleven did so, ani of that num- ber not more than four competed on a single item and they competed only on four items out of 141. On three items there were three competitors, and on the great majority of items there was only ingle bid." Mr. Wallstein says the dealers seom to think they must have a “pull” in ‘order to do business with the city.
