Josephine Baker, director of the Division of Child Hygiene, New York Department of Health, ex- plained how working papers for chil- dren who reach the age of fourteen and want to leave school are ob- tained, Dr. Baker sald a boy or girl in New York may leave school under the working papers arrangement when the age of fourteen has been reached. All the education they re- quire, under the law, is to be able to read and write a few simple sen- tences. Then there is a physical ex- amination for the purpose of de- termining whether there are defects which would incapacitate the child worker. The weight of the applicant must be at least §0 pounds and the height 4 feet 8 inches, This minimum was set because of foreigners, who, although normally developed, are in many cases below the average American born worker. Th erage weight of the American boy or girl of fourteen is 90 pounds and the aver- age height is 6 feet. “The reason the average boy or girl of fourteen wants to go to work is not from necessity, so far as 1 can see,” said Dr, Baker, “but rather be- cause of the fact that they want to earn a little money and are about tired of school. It is the lure of the job, good clothes, pocket money and the example of friends already work- ing that get them,” the doctor ex- plained. “We made a test of 406 jobs taken | by these boys and girls who got their | working papers at the age of four- | teen,” sald Dr, Baker. “About 315) out ‘of this number were what one would call blind alley jobs—that is, they got nowhere. These boys and girls had no idea of what their future trades or crafts, if any, would be. All they thought of was getting a job.
