KEEP POLITICS OUT OF IT. Dr. Parkhurst ‘Says that Is Necessary in Police Reorganization, MILITARY MAN AT THE HEAD. He Does Not Believe, However, in Establishing a Mili- tary System. HE FOUND TRACES OF A DEAL. An Effort Was Made to Compromis at the Start of the Lexow Investigation. Dr. Parkhurst had more to say this morning upon the plan of reorganizing the police force of this city, which is now becoming & subject of more inten: interest than ever. : : “The suggestions which I have already made,” said the Doctor to an “Evening World” reporter, who called upon him at his house this morning, “with refer- ence to the appointment of a committee of five good men who have nothing to do with police affairs for the purpose of reorganizing the Department simply comprehend the plan advocatetl by the Society for the Prevention of Crime in @ general wa: “We have not got down to detatls yet. Whese men should po: ability and intelligence, and should be entirely un- prejudiced, so that they may be able to make judiciois appointments and secure ‘the best possisle force from the material that offers, Not a “Military Ba: “The idea seems to have become cur- rent that we believe in having a police force organized on the military system, but that is not so, I think the sugge: tion that is made, that the chief or- ganizer of the new force should be a man from West Point or Annapolis, is @ very good one. But this only applies to the head of the Department. “A man with a military training would be just the thing for the head of the force, but it 1s not necessary that the military system should be adopted. Buch a man would be better qualified to reorganize the force on a sound basis, and being taken from outside this city he would be entirely free and untram- melied in his actions. Not an Admirer of Piatt.
