In moving that his report be adopted, he said the Com- mittee was unanimous tn its belief that all city departments should be placed upon a clivi. service basis, suggestion was made by ex-Secre- tary of the Treasury Charles 8. The Chamber gave Richard Croker a sly rap by referring, on William H. Rhoades's motion, to the Committee on Munictpal Reform, for investigation, the bill to be introduced in the Legislature, making Peter F Myers's office at Ui Broadway, the permanent place for real estate sales by auction. Mr. Myers is Mr. Croker's partner. Graham, of the steamship Finance, was interviewed on arrival at Quarantine regarding statements that he had made tlsparaging remarks con- cerning merchant ship captains at a JULIO R. SANTOS, dinner at Colon on board his ship, He denied emphatically that he had over made the remarks attributed to him, ind stated that there had been no din- ner served on board the Finance, as eribed. Jullo Santos and Dr. Zaldivar, ex- President of Salvador, were passengers on the Finance. Mr. Santos has a claim of ten years’ standing against the Ecuador Government, which ‘is to be settled by arbitration. Claude Mallet, the British Charge d' Affaires, will repre- sent the United States of Colombia on the Commission, and the Spanish Envoy will probably Jook after Ecuador's in- terests, Mr. Santos said at the time of his de- parture from Quito, the boundary ques- tion between Ecuador, Peru and Colom- dia, hod, net. been settled.
