The oil for such a base would come most conveniently from naval reserve No. 1, in California, This, I was con-, vinced, was being tapped by private interests, who had ad- jacent claims. The way to save the oil that remained was to drill for it and store it. Admiral Robeson, chief of the} naval engineers, reached the same conclusion. I was invited to put in a bid to do this—and I did it pri- marily because of my anxiety to see an adequate naval base sstablished at Pearl Harbor. Mine was the bid most favorable to the government and T was awarded the contract. There was nothing wrong in this procedure. The judge advocate general had ruled that it would be legal to lease the reserve. Under the terms of the lease we agreed to construct at) cost this oil base at Pearl Harbor to be paid for by the gov-| ernment in royalty oil as produced.
