The campromise bill provides that any excess earnings above 6 per cent on valuation shall be divided equally between the railroads and the con- jUngent fund which ts to be estab |Mahed by the government for the benefit of weak roads. This pro- vision is a substantial victory for the strong roads, as campared with the Cummins bill The provision for division of ex- oens earnings is nullified by the fact that the interstate commerce com- mission is not given adequate authority to control the expenditures of the ronds, Excean earnings are, therefore, likely to be absorbed in large salaries to officials, high prices to affiliated equipment concerns and contractors, rather than divided with the government. COMPULSOR PROVISION ‘The provision of the Cummins bill for compulsary consolidation of rail- roads has been eliminated. The roads will now be free to consolidate under the supervision of the inter- state commerce commission. This effectually destroys the Sherman anti-trust act as far as the ratlroads are concerned. The board of transportation pro- vided for in the Cummins bill is eliminated. The interstate commerce, commission will continue to exercise exglusive Jurisdiction over rafiroads The passage of the compromise bill before March 1 depends entirely on whether the house will agree to |the provision for fixing rates at 5% er cent on railroad valuation. The allroads are determined to have ongress provide a minimum rate of Jreturn by law, and will use all their |influence to force this provision thru congress, The senate, most of whose |members do not come up for re election this year, will put thru the rate guarantee clause, The big fight will come in the house, all of whose members are up for re-eleo- ion in November, and realize that a arge increase in freight rates at this time would lose votes for any con- gressman who sanctioned the guar- antee, , MASONS ATTENDED funeral of James M. Merely dissolve an ounce of pow- dered saxolite in a half pint witch hazel—ingredients found in any drug store. Bathe the face in this, and— presto!—you scarcely believe your own eyes when you look into your mirror and behold the marvelous transformation! The remarkable astringent action of the saxolite so tightens the skin, wrinkles are literally pressed out. Rest of all, this result is not purely temporary, for the lotion also has a healthful tonic action, which tends to strengthen and tone we the weak- ened tissue, and added benefit may be expected with continued use, Use this once a day for a while; it can not injure the most delicate #kin ‘The treatment itself leaves no trace —no one guesses the secret of your increasing youthful appearance.
