Willlams declared at a Lenten service attended largely by soclety women yesterday that they were to blame for the downfall of girls employed in big department stores. Bishop Willlams said: “A poor girl goes to the city and begins to work in a department store managed by a Christian man. Her wages are about $4 a week. She cannot support herself on that. Then there comes the sugges- tlon—and I have heard it backed up by the words of the so-called Christian employer—that there are other things that she can do. “Who is responsible? You, my sister. INVESTORS IN THE CHICAGO-NEW YORK ELECTRIC DO NOT PAY FOR WATERED STOCK The steam railroads of the United ;States seem to be “between the devil |and the deep sea,” to use a phrase which has become classical. On the | one hand they are confronted with an for increased transportation facilities. On the other hand, they are face to face with the difficulty of securing the necessary cash to meet the heavy ex- penditures involved. The earnings of American railroads are very great. An expert reporting to President Roose- ]velt says the tariff charges can be cut 10 per cent without affecting dividends. | Their assets are enormous. At first glance it would seem a simple matter | for them to raise milllons, and it has been in the past. The difficulty lies in the fact that they are already “mort- gaged up to the handle.” railroad is about the only thing ‘which can be mortgaged for more than its cost. They want to know that the road’s earnings will ‘be sufficient to meet the interest on the loan. What are the facts, here at a time when an enormous expansion of fa- cilitles {s urgent? As has been stated, nearly every railroad already has been bonded for ‘every dollar that could be raised. - The surplus earnings, after gaylng the heavy interest charges and igh operating expenses, have been dis- sipated among the stockholders in the shape of dividends and “melons.”” Now when they are confronted with an emergency, the railroads find them- selves so heavily capitalized and bond- ed that they have nothing to offer the money lender in the way of ditional security. In their embarrassment they are re- sorting to desperate methods. Because of the urgent public necessity, growing out of our developing commenrce, they are trying to get the President of the United States to “pull their chestunts out of the fire.” By unjustly charging him with hostility to the railroad in- terests they hope to move him to issue a special message to Congress, or state- ment to the people, explaining his po- sition and voicing the unquestioned need of the country for increased trans- portation facilities. Armed with this document the rallroads think that they ‘will be able to go before the public with an argument which will unloose all purse-strings. To verify this analysis of the si - tion it is only necessary to re!e:“:o the newspapers, in_ which appear ad- vertisements of brokers offering 3-year 5 per cent notes (unsecured) of the New York Central,- Lake Shore, Michigan Central, Chicago and Western Indiana and Southern railroads.
