ENIED GLEARANGE FOR THE ROVER. “Windy” Hall’s Craft Has No Official Stand- ing at Custom House NOT DOCUMENTED Because his vessel was not document- ed at the Custom-house A. W. Hall was refused clearance for the little steamer Rover, and because in his indignation he declared that the Colector at San Pedro had once given him clearance for the same vessel, it is not, unlikely that the Federal authorities may take pos- session of the Rover, which Hall, in his application for clearance papers to Manzanillo, Mexico, describes as a steam yacht. Hall, who is known from Puget Sound to Mexico as “Windy” Hall, is quite a persuasive conversationalist, and such an impression did his protest make upon the local customs authori- ties that a letter was written to the Collector at the southern port asking for information about Hall. A reply to this letter was received yesterday. The southern Collector writes that Hall, best known as “Windy" Hall, did once sail from San Pedro, but without clearance papers. He got as far as Ensenada. where the Mexican authorities put’ him in jail The latter stated further that Hall's specialty was promoting treasure-hunt- ing excursions to islands off the Mexi- can coast. The Rover, a schooner-rigged dry- goods-box sort of affair, is lying off the Union Iron Works and Hall was on board yesterday afternoon.
