Houser, charging attempted bribery, was issued today by Judge Dgonovan of the Municipal Court. The complaint is signed by State Insurance Commissioner Host. The trouble arose out of Insurance Commissioner Host's charge that Houser in 1903 offered to give $2000 to the Republican campaign fund if Host would render a decision favorable to the Equitable Life As- surance Society in the case involving the distribution of dividends. NEW GOPYRIGHT LAW PROPOSED ‘WASHINGTON, June and House committees on patents met in joint session today in the library of | Congress and began a series of hear- ings on the copyright bill. This bill is the product of a series of confer- | | ences in New York and Washington, al which the author, artist, composer, pub- | lisher and all creators of works pro- tected by copyright were represented. Many representatives of these inter- ests were present at the hearing today. A comprehensive statement as (o the principles and features of the bill was made to the committes by Herbert Put- nam, librarian of Congress. He read President Roosevelt's words | empha3izing the pressing neeessity for | a general copyright law to take the place of the fragmentary and inade- juate provisions of the'present statutes. The bill modifies the existing require- ments of law which call for deposit and registration and initiates and se- céures the copyright from the da, of publication of the work with the tice of copyright affixed. Deposit and regls- tration in the copyright office are still requisite, but a period of thirty days after publication is allowed for them, which, in the casé of error or omission, may be even an entire year. The copyright period is now twenty- eight years, with a possible renewal for twenty-four more, a maximum of Afty-two years. newals and provides for three terms according to the subject matter. shortest is twenty-eight vears, for la. bels and prints relating to articles of manufacture. The second, fifty years, is substantially jdentical with the pres- ent maximum. It applies to some orig- fnal and all derivative works. The certificate is now to be prima facie evl- dence in a court of law. The bill, sald Mr. Putnam, tends to reduce the aggregate fees payable by any one publisher and the aggregate receipts of the office by enabling a number of volumes of the same work and, in the case of photographs, prints, etc., an entire series, if registered at the same time, to be registered for a single fee. The bill provides for the return to the copyright proprietors of the copy- right deposits now accumulating in the cellar of the library of Congress, if the proprietors want them, and If not, the destruction of these accumulations, al- ready numbering 1,500,000 items.
