The report of the Commis- sioner General is now nearly completed. It can be said on good authority that Sar- gent is anxious to have the ports of the United States closed to certain classes of foreigners who are allowed to land under the present laws. His idea of needed re- strictions is that limits should be placed on immigrants, and persons who are either too young or too old to support themselves should not be permitted to disembark. La- bor conditions in the building trades have not improved, and another serious struggle may occur, which would be most unfortunate in View of the large operations under way and contem- plated. Otherwise the situation is sat- isfactory and the outlook bright, with mercantile coilections stegglily improv- ing. Holiday trade gathers impetus as the season advances. Comparisons with last year's figures continue favor- able, this week's gains being swelled by the holiday a year ago, but equilib- rium in this respect will be restored next week. Leading industrial under- takings report little idle machinery and there is less complaint regarding | car shortage. 1 Railway earnings thus far available for November exceed last year's by | 6.4 per cent. Foreign commerce at this port for the last week showed a loss of $1,089,03%2 in exports and a gain of $58,177 in imports, as compared wlth} the same week last year.
