CALL HEADQUARTERS, SACRA- MENTO, Jan. 3.—The bill in which South- ern California is most interested, except- fng, possibly, the proposed legislation on the subject of irrigation, is that for the appropriation of an adequate sum to properly display California Interests at the St. Louls World’s Fair next year. This bill will be introduced by Senator Fred M. Smith of Los Angeles early in the session, and it will be supported by the entire southern delegation in both houses. The exact amount of the appropriation which the bill will carry has not been ' definitely determined. This matter will be settled only after a consultation be- tween a commlittee of the southern mem- bers and Governor-elect Pardee. That consultation will be held immediately after the inauguration of Dr. Pardee. When Dr. Pardee was last in Los An- geles he gave his unqualified promise to use his efforts to secure the passage of & bill carrying a sufficient appropriation to properly display California’s industrjes, appointment of three commissioners from different sections of the State and glves them the authority to appaint a director, | who will have charge of the entire Call- fornia exhibit. It also provides a proper check upon all expenditures by the com- migsion and limits the expenditures of the appropriation to certain lines, the idea being to prevent a repetition of the | scandal which followed the return of the California Commissioners to the Parls Exposition. Spaulding, whose terms of of- fice as directors of agricultural district | No. 40 have expired, and appointing new | men in their places. It appears that this | was due in a_measure to the personal pull of Major Boyd of Los Angeles, who comes here occasionally in the employ of | the Bay Counties Power Company. Lar-| cceeds Gibson, is editor of the Winters Express. He was originally a director, but was turned down in favor of a gentle- man who was not an‘applicant, but was others interested before making these ap- pointments. Twice within last year Gov- ernor Gage has ignored this custom. Tt is rumcred on authority of one of the di- rectors that the Governor has stated that 2s Yolo County treated him rather shab- bily he would make only such Yolo Coun- ty appointments as suited himself. Here- tefore W. B. Gibson has been kept on the board because he is a pioneer, has a State wide reputation as a breeder of fine cattle and is the most conspicuous representative of the cattle industry in | the ccunty. Spaulding was originally se- lected because he is a tireless worker and unselfishly devotes a great deal of time and energy toward making such en- terprises as the fair a success. Nothing can be sald against the character of the two men appointed, but any persons ap- pointed to succeed Gibson and Spaulding wlill find it a difficult matter to meet pub.. lic expectations.
