Charges Are Made That He Insulted a Vice Con- sul's Wife. HONOLULU, H. T., Aug. 6.—A large mass meeting of Japanese residents of Honolulu was held last Friday evening to protest against the actions of Dr. L. E. Cofer, United States quarantine officer for this port, in subjecting a Japanese consular officer and his wife to physical examination when they arrived here on the 25th of July. The local Japanese Con- sul, Miki Saito, took part in the meeting and feeling ran high, ending in the adop- tion of very severe resolutions, copies of which will be sent to the Japanese Minis- ter at Washington and to President Mc- Kinll'-ea)i and other officials at the national capital. The passengers over whose treatment the complaints were made are Vice Con- sul 8. Okabe and his wife, who arrived here on July 25 on the steamship America Maru. When the vessel arrived a case of sickness, suspected to be plague, was re- Ported on board, and the vessel was kept n quarantine until the nature of the sick- ness was investigated. It was found that the man was not suffering from any dan- gerous disease and the vessel was re- leased from quarantine. Okabe and his wife, who were cabin passengers, were subjected to a physical examination under what it is claimed were deeply humiliat- ing circumstances, while the other cabin passengers were passed without such ex- aminations, and there was great indigna- tion among Japanese here when the mat- ter was reported ashore. ‘The resolutions adopted declare that the Japanese were examined in a harsh man- ner after the white cabin passengers had been passed without any examination at all, and the removal of Dr. Cofer is asked for. It was declared by the mass meeting that the manner of examination was un- necessary, unusual and in violation of common decency and an insult to woman- kind at large, regardless of race or color. The Japanese declared that it was an un- Jjust and unreasonable discrimination be- tween the Caucasian and Oriental passen- gers and a direct and personal insult to the Japanese Government in the person of its Vice Consul to Honolulu.
