FAVORS CREATION OF NEW POSITION Grand Jury Secures Sine- cure for One of Its Own Members. Considerable unfavorable criticism has been excited by the aciion of the Grand Jury in using its offizial position to secure for one of its own members a position un- der the Board of Supervisors. The inquis: itorfal body recently addressed a commu- nication to the board, in which a formal request was made that Grand Juror Jo Gordon be appointed u clerk to verify the fee tem which had been inaugur- ated under the charter. The communica- tioni was referred to the Finance Com- mittee, which will recommend at to-mor- row meeting that ated and that Gordon be appointed there- to. The resolution on ihe subject will be in the form of a request to the Mayor to recommend the appointment. This action was taken notwithstanding that the charter prohibits the creation of any position not_authorized by its spe- cific provisions. check is kept of the coi'ection of fees such that there is no 2ieed of any one supervise their collection. Daily returns wre made to the Treasurer, who. by o system of numbered fee books arranged in_ trivlicate form, 1s enabled to keep a= strict account of all fees collected by the is t Recorder, County Clerk, Justices’ clerk, | Board of Public Works and other branches of the municipal government. These books are distributed by the Auditor, who keeps zealous watch over them. Again, there is no menrtion in the char- ter of any special clerk whese duty it shall be to verify the fee system. It is simply an affair between the official wio the fee and whe fs liable on his bond and the City_Treasurer. In its report the Finance Committee rec- ommends that Gordon be appointed as fee expert during the months of May and June at a salary of $100 per month. Shoula his services be found necessery the ap- pointment is to be continued during the next fiscal year by a special provision in the next tax budget. The communication which persuaded the Finance Committee to provide a _snug | perth for Gordon was signed by Grand | Jurors Duhker (foreman), Aherne, Badger, Barry, Danforth, Dunn. Elliott, Henry, Howe, Kelly. Lutz, Morton, Platshek, Ramsdell. Riordan, Schmitt, Vail and Young.
