From an unexceptionable source it {s learned that Germany, neither in the pas | nor in the future, has interposed or will | offer any obstacle to Russia’s claim on | Manchuria. Count von Bulow has given the Russian Fmbassador repeated assur- ances since t! > beginning of the Chine: troubles, and quite recently again, thai Manchufa lies out of Germany's inter commercial sphere and that it {s no way touched on by the Anglo-German agree- ment. The project of a net of eables to cover the world is being diligently pursued b: Germany and 1s most aetively further by the Emperor, who made some signifi- cant utterances on the subject to Postal Counselor Streiker recently. The latest shapeof the project so far as the Far East 1s concerned is as follows: German; and the Netherlands are jointly to lay a cable which will go through the Dutch Indies, touching at the Natunas Islands, Elllotin, Palemburg, Batavia, Macassar, German New Guinea and the Carolines, with a central point at Shanghal, then branching from Kilaochau easterly Ja- pan and America. The Dutch Government will lay_the cabie through its own colo- nies and Germany will do the rest. The flnner‘;cing of this project is about consti- tuted. In principle the plan of General von Podbielski, the imperial Postmaster Gen- eral, for gradually raising the annual ap- propriations to a maximum of 6,000,000 marks in 1902 has been approved by Em- peror William, but if private companies with a state subvention will undertake the work the Postmaster General will not object.
