He Assaulted Mr. Burnett Read, of Graves County, and Escaped on the Latter’s Wheel. The bill only in- volves colored volunteers, and is framed at their individual request. It directs the president to call on the governors of the states and terri- tories and the commissioners of the District of Columbia to furnish and forward at once to such place as he may select and designate all of the military organizations of those who became citizens by operation of the fourteenth amendment to the const!- tution, the ranks to be filled by re- cruitment or otherwise to the maxi- mum strength now required for the regular army. The bill only applies to the colored militia and is framed to meet coi plaints that the colored people are being ignored in evlistment of troops. It contemplates three years’ service.
