PROHIBITS TAKING FEES FROM DEALERS Some Members Fhought it Proper, but Others Considared it Bribery and Car- tied Their Pofat—Coming En talnment - Minor Mentio There was a red hot session of the Live Stock exchange yesterday afternoon. [t was a called weeting and, although there were ouly about fifteen members present, the de- bates were spirited, aud plain if not forcible lunguage was used. The object of the me g was to discuss some proposced amend- wments to the rules governing the exchange. The ball was started rolling by read- ing a minority report of a committec ap. pointed some time ago to draft some amend ments to the rules. The first report was an amendment to rule ). The substance of the amendment is that it shall be the duty of every member of the exchange to charge commission of not less than £ u car for all stock or feeding cattle purchased by him for any customer; also that the granting of re bates or the dividing of commission with a customer shall be deemed a violation of the rules. The penalty for either of the above offenses is punishable by a fine of not less than #200. This recommendation secmed to please the majority of the members present and the report was adopted The next amendment in the report met with considerable opposition. [t was to the effect that no commission man should aceept a fee from a scalper, the punishment to_be the same as in the above instance. Mr Olney and Mr. Lee Rothsehild were warm supporters of the amendment and Mosses. Blanchard, Parkhurst and Waggoner opposed it. Rothschild stated that it had become so common for speculators to pay i bribe of say r to 1 commission man ‘who secured v that he had to do it himself or g ieft. He wanted the exchange tomake st an act a violation of the exchinge rules and in that way stop the now necessary expense | to the sealper. It was virtually bribery, but as long as one sealper did it the others would be compelled to do so or they would not do any business, Mr. Parkhurst said that such an amend- ment would not hold good in the courts.
