Southwestern Apportionment, In regard to business to Missourf river points proper Atchison and Leavenworth it that 85 per cent of the business shou via East St. Louis and 65 per cent via Chi cago. To make this division, it is understood that all business destined to the terri- tory beyond the Missouri river, common to " cither the Chicago or St. Louis gatewny, shall first be divided into two equal parts and then subdivided as above specified.
