NEWS FROM COUNCIL BLUFES Member Wells Opens Up the School Board Cirous Season Again, HIS EXPUNGED RESOLUTIONS NOT READ Attempted to Have the Minutes Corrected, But Iis One Lonely Vote Was Not SuMclent—Routine Work of The school board held an important moat- ing last ovening, with all the membors present. President Waito and Member Wells had returied from their summer va cations and sniffed the air in a way that indicated that they were ready for one of their old-time conflicts, 1t came, "Phe fun commenced with the reading of the minu \Wells stated that he had been away since the regular meeting in July, and as the president had also boon away, he would like to have the minutes read for all the meetines during his absenoce, he sec- retary read as rcquested the minutes of the meeting held on tho evening of July 18, the memorable meeting when Member Wells offerea his resolutions with reference to the insurance of the buildings and the letting of tho contract for furnaces to the highest lo- stoad of the lowest bidder. Alderman Van Brunt withdrew his motion to pass the ordinancoe to its third reading, and offered an amendment to the section re- quiring the forfeiture of all streets aud avenues not occupicd at tho end of sevea yenrs, but Alderman Smith wanted every thing forfeited after wo years, but the amendment was carried. An effort was then mAde Lo carry the ordinance over until next Monday, but 1t failed by a 6 to 2 vote. It then passed its third reading and after a mo. tion by Smith to adjourn was voted down, the ordinunce passed by the same vote, Aldermen Smith and Jennings voting against it A Solid Building. Enjolned the Board of Suporviso Judge Macy handed down his decision yesterday 1n the suit that was commenced in the aistrict court to prevent the lovying of the school tax by the county Board of Supervisors. In his decision he sustained the position taken by W. H. Ware, tho at- torney for the plaintiff, and held that the statute providing for the publication of an estimate between the regular meotiag of the school board and the third Monday in May applied to the independent districts and not to the subdistricts alone, as ciaimed by At- torney Stewart, who appeared for the school board. In a private conversation after the deci- sion had been rendered Judge Macy stated that the school law 0s it now stands soemed to be a conglomeration of 1deas thut only a decision of the supremo court could unmix, and he hoped the supreme court womd be given an opportunity to investigate tho pres- ent case. He granted a temporary injunction re- straining tho supervisors from making the tax levy. Tho trial of the question whether the injinction shall be wade permarent will not take place untit tho November term. There is some talk, however, among the members of the school board, who are of course the real parties in interost, of agree- ing to the temporary injunction being made permancnt on_the showing already made, and Attorney Stewart was given time to con- sult the board as to what steps shall next ve taken, sl Thos.
