THE ()M;\HA ASPHALT PAVING MUST WAIT Fatal Error Dicoovered in a Big Batoh of Recently Passed Ordinances, JAICK'S ORDINANCES FOR SQUIRES' BIDS y Snng Against which Some Needed Public Improvements Huve Stranded —New Sewers to Be Built at Once, “We'ro in hell's hole and there's no ques- tion about it,”” profancly but earnestly re- marked Major Furay of the Board of Public Works yesterduy ufternoon when he found that tho final paving ordinances ordering the paving of Fortioth street from Davenport to Cuming strect; Park avenue, from Leaven- worth to Hickory street; Davenport, from Thirty-cinth to Fortieth; Thirty-nintn, from Farnam to Davenport; and Lothrop street, from Sherman avenue to Iighteenth street, wore defective. The trouble with these ordiuances was that they failed to state that the material with wbich the streets were to ve paved should be Trinidad sheet asphaltum, taken from the pitch lake in the island of Trinidad. They simply stated that the material should bo sheet asphaltum. Tho council had passed new ordinances specifying that tho asphaltum should come from that pitch lake and the board had awarded contracts in accordance with the terms of the old ordinance that did not locate the asphaltum in the Trinidad pitch lake. What Members Say of It Chairman Birkhauser said that the council had issued 1ts order and he did not see that the board could do anything but readvertise for bids. Major Buicombe said that be had not been on tha board many days, but since becoming a momber ho had learncd some things, Tha board had cuanged the specifications sinco the petitions were circulated. In the construction of this sower there will be usea 950 feet of S-inch pipe: 9.703 feet of 10-incn; 2810 of 12-itch; 2,190 of 15-inch; 1,660 of IS-inch; 2195 of 2i-ineh; 600 of i 380 feet of 25-inch brick sewer; 330 -mch: 830 feet of 32-inch; 4 feet of 40-inch; 2 feot of 45-inch. ; or constructing the eight-inch sower i alley between Twen Twenty-thivd street and from Grace to Clark ‘tho contract was awarded to John I Dailey at 87 cents per lineul foot, §38 for manboles aud £05 cach for flush tanks. There is war among Uncle Sam's servants at the natioval capital, and all because their rich uncle, with his hundreds of vast oflice buildings, has not houseroom enough to give them proper shelter. The land oftice and the patent oflice are elbowing each other 1n one building like a pair of obstreperous twins in asingle cradle. The cradle rightfully b longs 1o one of the twins—it was built for the patent ofice and is always known by that name, but the land office has pushed its way 1, and the secretary of tho intecior him- self has wedged his majsstic presence into a corner that1s much needed by a force of over- crowded clerks. The result of all this has been an outbresk of open hostilities. At every-cession of congress the patent oftice makes a desperato effort to evict the land oftice and force it to seek other quariers. Hitherto these attacks have been met by a a masterly inactivity. T'he last congress ap- propriated §16,000 to pay the rent of an out- side tuilding for the land office, bui the money was not drawn. This year'uo appro- priation of this kind has been made, and the land oftice bas defiautly announced that it 1ntends to stay where it is until a permanent fiveptoof building is put up for it, insteaa of exposing its valuabie records to the danger of destruction by moving to & temporary shelter, Under these circumstanco both ofiices are abont as comfortubly sitvated as the tenants of Chinese lodgiug houses. Their clerks are so crowded that in some parts of the building they have 10 be given permission at ehort intorvals to o out and fill their lungs with fresh air Their records are piled up in moldering con- fusion.
