NEWS FROM COUNCIL BLUFES Propositions Looking to the Buildiug of a Belt Line Railroad, SOME FACTS ABOUT THE NEW SCHLME Plans Submitted to the City Councll—The Proposed ftoute of the New Road—Ru- mors Concerning Tt=Happoniogs Across the River. ho city council met yesterday aftornoon s a committes of the whola to cousider tho project of giving the Union Land and Iw- provement company a franchise to build and operate a railway in tif6 northwestern part of the city, over cortain streots and alleys that have already beon mentioned. The company was represeatod by J. W. Paul of Omuha and ali the councilmen were prosent when Lo unfolded his pian to them. His purpose is to bogin near the interseotion of North Eighth stroet and the river and build a track nearly parallel with the course of tho river, passing under the east span of the motor bridge and onding at Kirst avenue. This track is to bo accompanied by all the switclies necessary for oporating a first class beltline. Through a large part of its course it is to be laid on the leves, and this will vid city of the troublo and expense of ke ing tho levoe in proper repair, as it will be 'y for the company Lo keep it in re- r for its own vrotection, i (he object vhe company has in proposing the scheme, so says Mr. Paul, 15 the filling apof theland in the northwestern part of the city with factories. Theve is a large amount of vacant land there which at prosent is almost worthless, but which could be increased in value immeasely 1f a systematic effort were made to securo manufacturing enterprises. The belt line will be used in couuesting the manufacturing districts wish Northwostern on tne north and with all the other roads centertug in tho city at tho end of [Miest avenue. Through North vontieth streot the district bas an outlet to tho city itself, that street already being raised to grade. I'he ordinance which was proposed by Mr. Puaul 1o the council granting the right of way was dizcussod at longih and finally referred to the {udiciary committes and tho city at- torney with instructions to report, it possi- ble, at the meeting of the council next Mon- day cvening. Most of tho aldermen are fricudly to the scheme, but some of them have an idea that Mr. Paul's scheme is not quite so open and aboveboard as it seems to be at first blush. They think that he is try- ing to get the right of way in order to turn itover to the Nubraska Central railway, which will enter the city at almost tho iden- tical spot where the Belt liue 15 proposed to be put. At a recent meeting Aldermen Jeuulngs, Van Brunt, Tibvetts and Sunth were ap: pointed a committee to figure out o scheme for redivision, and the result of their work will be presented to the council Moaday evening for adoption or rejection. SOUTH OMARA, Identity ot the Colored n Killed In the U n Pocltie Yards, The identity of the two colored men killed Thursday evening 1o the Unton Pacific yards has been established, Their names are Havry and Moore and William Jackson thoy lived in South Omaha. Moore has been in South Omaha for about six weeks and was cmployed ir the brick yard conducted by Crittenbrink Bros, at Twenty ninth and I strects, He came from Topeka, Ian., and hos relatives there, Since coming hero he hos been batching with & young Swede in tho small bricik building av Ihird und Commercial streots. A few days ago his white companion leftand William Jackson took up his residence with Moore. But little beyond this was known of Jackson, and he was not employed in this city. G. A. Brott, the foreman at the brick yard, under whom' Moore worked; says that bo always found him to be industrious and sober. Ho has nscertaiued that the m were returaing tome wheno the accident o curred. Chicf Beckett visited the _house recently occupicd by toe two men, He found soveral letters from Kausas City and Toveka. D, July 20.—The city council committee appointod by the mayor having in charge City Attornoy Lyoas' “municipal saloonkeoping,” are ready to ro- port. Next Moaday they will give thew verdict unanimously inaugurating the scheme. The sentiment among the aldermen is growing favorable to the trial of the scheme for & mouth at least, The committse recommends the establishment of six saloons in Sioux Falls, one for a ward, anda that thero bo appointed A _saloon superintendent, under whom the working forco of bartouders will oporate. The saloons are to be opened from 5 0, m. to 10 p, m.
