T NEWS FROM COUNCIL BLUFFS Troubles of the Atlrntic Canning Com- pany Beirg Ventilated, SMOOTH WORK OF AN 10WA DETECTIVE How o Suceeeded In Getting a Criminal Out of Nebruska Without a Requisition —Deat wn Eccentrie Inventor— Yesterday's Huappenings, of Smith McPherson, the referce in the mat ter of the Atlautic Canning company, has taken o mass of evidence, the complications nnd entunglements of which will take some time to straighten out. The differences te- tween McWade & Martin and D, W. Archer aro great, the former claiming about $25,000, while Mr. Archer claims an cqually large amount {8 justly due him. Mr. Archer Is interested in several western canuing estab- lishments, and bas proved very successful. Aong the contracts made by him was ono by which he was to manago the Atlantio fictory for a period of five years, and to huve 6 certan interest in it. McWado & Martin claim that under this contract Archer is re- sponsible for certain heavy losses that oc- curred and also for damages in not fulfilling this contract, Archer, on the otter hand, while admitting thut there was such a con- tract, claims that it was annulled by a verbal® agrecment, and by certain actsof McWade & Martin, who insisted on ruuning the factcry In 1880, when ho insisted that owing to the overproduction aud the depressed condition of the market the factory stould be shut down. Despite this McWede & Martin went aheaa, aud the result of the year was disastrous, just as Mr. Archer bad forescen. Then they wanted him to stand the loss, Mr. Archer claims that when he took charge of the factory the com- any had already lost £0,000 in opérating it. 1e proceeded to put it in money making shape, and for two or three years the profits wero large. Then the market became such that neurly all tho factories shut down, but McWade & Martin were bound to go ahead in spite of him, and under their management there was a bheavy loss, Whilo there are many complications in this entanglgmegt of Ditigation, the real {ssue is as to the contract between the parties and the liabilities aris- ing under it This Is to testify that 1 bave testod tho medical provorties of Dr. J. B. Moore's Treo of Life remedy to my entire satisfaction, and cau most heartily recommend it to the suf- fering and afiicted everywhero, to ve all claimed for it in the above statoment. My wifo, also, being ata very critical stage in life, was suffering much at times, and by the use of this remedy has been saved (rom much suffering and pos- sibly from premature dJeath. Wanted for Burglnry. ¢ Detective Johnson of Des Moines was 1n the city yesterday looking for Jim Lee, whio Is wanted to answer to a charge of burglary. He served a sentence 10 the city jail here for some minor offense. Lee was picked out by the ofticers at the time he was here as & man who would probably turn out sooner or later to ©be & criminal, and the were not disappointed. Johnson went to Omaha, whers he found his man confined in the county jail, A rather neat little scheme was concocted between Johnson and the Omaha authorities for getting Lee 10 tnis side of the river without a requisi- tion. For the time being Johnson played the part of a prisoner and the putrol wagon was brought into play to take him und I.ee 10 tho motor bridge, wiiere they were to be turned loose on fown soil after the usual custom. When they arrived atthe middle of the brigge thoy were given a shove in an casterly direction. As soon as they had passed the boundary line Jonson thréw off bis disguise and arrested his companion, ‘When Leo found he had been duped he rmsed a vigorous Kick, but he had to submit 1o being led to the city jail. Western Passenger Association Roads Fre- pared for War, KANSAS LOCAL RATES TO BE REDUCED If This Conpn Does Not RBring the Obstinate y to Time All Tarifly of the Southwest Are to Be Demoralized, ‘\\m FIGHT THE ATCHISON | Cricaco, Tl1,, July 22,—A speciul meeting of the Western Passenger association was convened today to consider the action of the | Atchison road In making a rate of $12 to { Deuver aud return on sccount of the con- clave of the Knights Templar. The pro- posed confercnce was cuv short by the an- nouncement of Chairman Caldwell that he could not accept the Atchison’s notice of a reduction because it was not accompanied by the necessary evidence showing justifica- tion for such a course. Thereupon the rep- resentative of the Atchison said be would submit to the chairmax an amended notice, supplying tho omlssion. In ‘order that ho might bave ample time in which to do this the meeting adjournsd uLtil tomorrow. ‘Thus the matter stands this evening. All sorts of rumors aro current, One is 10 the effect that the angry competitors of the Atchison will try to force that roud out of the Western Passenger association and will then combine to demoralize rates on its .Wwestorn lines. How They Will Fight. It is hinted thut the Rock Island, the Mis- souri Pacific and the Uuion Pacific will unite ma movement lo destroy the Atchison’s local rates in Kansas by waking a rate of £10 or less as far west us Dodge City, Larned, Great Bend, Wichita, Emporia and other competitive points, and slashing the through rate from southwestern Missouri river points to Deuver. Another scheme is to apply the $12 rate to Denver and return by way of St. Paul, thus bringing the Northern Pacific and Great Northern into the tight and extending the demoralization futo the northwestern terri- tory. Just what will be done ¢an only ve told after tomorrow’s meeting. It does not scem probable that there is any covious desire on the pari of the other mem- bers to arive tho Atchison out of the association. Haviug permitted the Alton to g0 out, they can ill afford to lose any moro of their members unless they are looking for an excuse to dissolve the association, Itis among the possibilities that the Atchison will withdraw of its own accord. Should the chairmun decige after hearing the evi- dence thatthe company is not justified in making the proposed 'reduction, it must aither witndraw, appeal to arbitration or forego the pleasure of putting the $I12 rate into effect. Grain Rates Reduced. Chairman Blaochard of the Central Traffic association aunounced today that the Van- dalia line has published a tariff, effective duly 25 ;making rates ou erain and grain pro- ducts on tue basis of 20 cents per 100 pounds, Chicago to New York. This is a reduction of 5cents per 100 pounds. The Vandalia’s reason for taking this step is not given, but in view of the generally accepted theory that certain lines huve beén secretly citting these rates for several months, the reason is appurent, Thus far no road has made an open reduction, but the Vaudaliw's example will be followed us a matter of course by all the roads afected by it. Accused by Shippers. When the Interstate Commerce commis- sion last week investigatod Lhe charges mado against several roads of discriminating in ratos on eustbound trafic nothing could be leurned as to who the complainants were. It as since leaked out that the charges wero filed by four or five large dealers in this city, who suid they had becn approached by ratlroaa freight ugents with offers of cut rates. Through respect for the luw, they de- clined tue offers. They leurned that o.her firms were accepling the cut rates, bowever, and desiriug to protect their own trade, they complained to the commis- sion, Some of the railrosd men who were examined kuew the sourco of the commis- sion’s informution, and instead of denying the charges took refuge in a refusal to answer questious. Should Judge Gresham decide thut they must answer, and they then declare their innocence, the orig- tnal compiainants will be produced us wit- nesses, Colorado Katcs Reduced, Reduced freight rates to Colorado and Utah poiuts, in uccordance with the notices praviously given by the Rock Island and urlington roads, went iuto erect today.
