Thus far, I believe, there is no good basis for the belief that thero bas beenany Qishopest or even extravagant expenditure of the fund appropriated. That the books aud papers of the commis. sion shw gross carelossness and inexcusable neglect, if not absolute disregard of law, 1o the manner of keeping sccounts and expending money cannot be denied, but while that fact is 1o be deplored it does not carry with it the inevitable conciusion that auy money bas been either dishonestly or extravagantly ex- pended. In the Janvary meeting 1 callod attention to the disrezard of the requirements of the law in the matter of making payments and submitting itemized reports, and the presi- dent excused the failure 10 mnake report, as required by law, by the statement that he biad forgotten his papers and vouchers and left them in Omaba, but be promised to have a full report ready iu time for the next meet- ing, bt before the next meeting time arrived tho change in governors occurrod, and to this date President Strang has never since met with the commission or made an itemized re- port and settlement as required by law, nor nas he at any timo submitted accoun’s of ex- penaitures to the commission as required by ho by-laws. His reasons for not doing so aro not known 10 mo aud he may have amplo excuse, bat it seemws a littls improbable that for a pariod of eight months he can excuse the neglect to comply with the plain requirements of the law ana the by-laws, and especially after his attention had been callea thereto, but 1 am not willing to belicve that extravaganco of expenditure or dishonesty 1s the cause of delny. A wrong impression is out iu regard to the amount of funds passing through the hands of Presidont® Strang. He bas received, al tolg, less thau 4,000 (exclusive of the amounts received {rom counties for the, pur- chase of grain_cases aud the §1,000 roceived 1rom Colonel Bills, to bo held in trust for the payment of premiums on map drawing). Soon after the organization of tbe commis- sion he drew £2,000 and then about Depom- 12 he drew about £1,900. 1 have not at hand the exact figures. The money drawn by Commissioner Gencral Greer for salary, 1,500, never passed tarough the bhands of President Strang and henceis not accounted for by him, the commissioner zeneral having drawn his salary direct by warrant obtained of the state anditor. This I believe not to be a correct plan nor the manner contemplated by the law, which declares that the presi- gent of the commission shall be ‘‘theonly disbursing officer” of the funds ap- propriated. By mixing up the payments you will mix up the books, but 1 can scarcely imagine reasonable excuse for the present mlxed up condition of affalrs, which could not Lave existod had the law, loose as it is, and ibe by-laws been come plied with, The by-laws threw ample safe- guards around the expenditure of the money 1o insure correct accounts, but it appears law und by-laws were defied and the secrtary, whose duty 1t was to keep account of all ex- penditures, was stugiously igmored by the president and commissioner geperal, tbe ex- ecative council, of which the secretary is a miember, never baving met as an execulive council from the dute of the organization to the present time, the secretary. therefore kuowing no more than any otber member of the commission about the finuncial affafrs of the commission, for the reason that he was given no opportunity to kunow. When I called attention 1o the facts m the January meeting I thought a full statemeat would fol- low but 1 was disappointed. Conceruing the sum of about $300 which appears 1o have been expended for “furni- ture, extra lubor, etc.. 1 will say that acci- dental notice of the exvenditure is the, first uotice the commission ever had of the ex- panditure of a siugle dollar for furniture or lixtures, 1o such expenditure ever having been authorized by or reported 10 the com- mission.
