The waters were obstructed again oy the North- western bridee at the corner of Ileventh street, and were sent in a flood across lower Broadway for a block or two east. For:un- ately but little damage was done, aithough the creek rose @ distance of three feet in about on hour and a half. It is thought that the damage suits which are about to be com menced agamst the Northwestern railway company will have the effect of bringing tho company to terms, and putting stop to such occurrences. Complaint is being indulged 1 on all sides on account of the weeds that are being allowed to disgrace the public streets in all parts of the city. Across from the court houso there is a luxuriant growth or a vacant lot between Main and Pearl street. The game av Manawa yestorday was not exactly what coula ve called interesting from a professional point of view, but judging from the nmount of noise that was wade by the audience, there was moro real interest felt in the game than in any that has’ oeen played in this vicinity for u long tune. The grand stand was well tilled with spectators, and every good play was met with appliuse, while bad plays, which could have b 1l picked out by the dozen by anyone who wis inclined to stickle for the technical points of the national wame, were prected with de Tisive, though kood' natured jeers. It Befriends Sett Patentees, Widows, Orphans Soldiers and is Commended by the Highest Authority, LY Men who have had claims against the gov erameat and employed professional agents to vepresent them before the departments in Washington, tell strange stories of tricks and raseality to which they were subjected at the hanas of these merciless cre Thero are of course, some honest men among those agents; but there are so many that are notorlously corrupt, that it is almost im- possibic for a claimant, s he be direct- od by a woll-nformed individual, to find one in whom he can place implicit confldence Tur Bee has received hundreds of com- plaints from soldiers and others who had advanced money when o desired and who waited for years and yet failed to reccive any information as rogards what tho sharks had done with either mouey or claim. Tie Beg has also been requosted to rocom- mend reliable agents and has, in this way served to protect the people from fraud and robbery. But that did no good to the people who had fallen into the hands of sharks. With the Examiner, Tie Bre has co-opera- tedi u the great work of affording relief to worthy elaimants, The Washington correspondent of the Bx wminer, Mr. Joln Wedderburn, who has also cted as privato secretary to Senator Hearst, was detailed to organize and take charge of the bure His loug service i Washington in both these eapacities had given him a large acquaintance with government officials and government methods. The com- mittees that had the Indian depredations bill under cousideration investigated the opera- tions of the claim agents and attorneys in connoction with the Tndian depredations cluims. They found that the claim agents had demanded 5315 to 50 pevcent from the men holding the claims, and in hundreds of cases held ¢ racts at these figures. While the bitl was still fu congress, with little ap- parent chance of passage, they were able, by metbods dangerously ucar the line of false pretenses, to induce the claimants to sign the exorbitant demands. sere appearcd to be only one way to pro- tectthe cluimants. That was to cancel all contracts by law and limit the fees that at- torneys might collect. The claimauts would thus be enabled to choose another agent if the one they nad first engaged had attempted to defraud them, and the coutracts could not demond more than the specified rate. The ninth scetion of tho bill was thus drawn to annul “‘all sales, transfers or us- signments of claims' and *'all contracts here te.” The maximum fee to be al- put at 15 per eent of the mmount collected except in case of claims under 560 or where unusual work had to bedone, when 20 per cent might be allowed. “The amount of busiuess received imme. diately after the opening of the buroau is a proof of the confidence in which the peopie hold it and of the distrust which the ordi- nary claim agent has aroused. In the six weeks, from April 1 to May 15, claims to the amounit of $4,005.341.6515 were filed with the bureau on account of Indian_depredation claimsalone. All these go to the court of claims under the act and are in various stages of preparation and prosecution. Be- sides the claims unaer the Indian depreda- tion act there had been filed at that date treasury claims to the amount of 3233,604; neh spoilation claims to che wmount of land claims, $250,330; and patent and other cluims to u large amount, Sincoe that date some $2,000,000 of claims have been filed with the bureau, and it is now attending over£5,000,000 of claims, ‘The need for the burean may well be seen by the fact thatit now has on hand more claims than all of the claim attorneys Washington combinea. The efforts of cougress and the establish- ment of the bureau was not appreciated by the claim agents. They wanted to continue 1o thrive in their business of fleecing theo needy cluimant. They accordingly denounced the government uud the bureau. They held that the former couldnot eancel the contracts they had made with their victims, But tho caucellation was made in the interest and namo of the people. And it need not be doubted that the eminent constitutional law- years who framed the act i question did not do so without knowing what they w doing. The threats of the sharks undoubtedly had an effect upon some men who desired to make new contracts and secure the services of some other attoruey, but this effeet will soon be destroyed and the emaucipation of the claimant from the tyranny of the shurk will be complete. The amount of money that will be saved to the people by this work of Tie Bek Brieat or Cratms,may not be caleulated. It will cor- tawly bo very great. The work will be done as nour astual cost as possivle. Some of it I not cost more than 5 per cent, whilo much of it can be done within the 15 and 20 per cent allowed by law. In some cases the 30 per cent may be required. It is the inteo- tion, however, to give the clamant the bene- fit of the lowest charges that will cover the expenses of the service.
