BLAINE FOR ‘92. ‘How the Movement for Hin ‘Nomination Orig- inated and Has Developed. The reports from Massachusetts and other states indicating a movement in opposition, cause an increase of interest in the talk of Blaine’s possibly being the nominee for Presi- dent in "92. A gentleman, who is well informed in politi- cal affairs generally and has been giving par- ticular attention to this matter, being on confi- dential relations with men who are regarded as the prime movers in the shaping of the situa said to a Stan reporter today: ‘Mr. Blaine is in no way le for the movement in favor of his nomination. He does not want it, and is loyal to Harrison. Their relations are more friendly now than they have ever been before. Yet I think that notwithstanding these facts Mr. Blaine will be the nomineo in '92. If he returns to bia duties in a reasonably good state of health the popular sentiment will be so strongly in favor of Blaine's nomination that he cannot stop it. Both he and Mr. Harrison Will see this, and with the support of Harrison Blaine will be obliged to accept. “The movement was started by men who are opposed to bdth Blaine and Harrison, but who dislike Harriton most. They wanted to use Blaine to fight Harrison without any desire to help Blaine ahd without consulting bis wishes or regarding them in any way. “But when Blaine’s name began to be used the popular enthusiasm for Blaine caused it to be taken up in all directions. “The sentiment in favor of his nomination is So great and is spreading so rapidly that I be- lieve that when the convention meete it will be 80 enthusiastically for him that he and Harri- son will agree to accept tne inevitable.” MR, MILLS AND THE SPEAKERSHIP. Congressman Crain Says the Texan is in to Stay and Will Be Elected, Congressman Crain, who is looking after the interests of Mr. Mills, was accosted by ® Stan reporter this morning and asked whether there was any truth in the report tiaat his colleague contemplated retiring from the race for the epeakership. “Not a word of truth in the rumor,” said he. “On the contrary, Mr. Mills is in the race to stay and to win. He is stronger today than when Congress adjourned and he is gaining strength every day. He has made accessions in the east and his splendid fight in the west and northwest has given him adegree of strength there which Astonish his opponents. He will leave for Lown on Monday and wil! help the cause in that state. The truth is Mr. Mills never takes his own personal fortunes into consideration, but he goes wherever he ia called and yields unstinted tribute to political duty.” How does he stand on the silver question?” He 1s in favor of free coinage of silver. but believes that that is a question to be settled in- side of the party. ‘The southern people are more interested in the preservation of their po- litical autonomy than in any other issue, and they want a democratic administration 60 as to preserve them from force bills or other harsh measures. Hence they cannot afford to jeop- ardize their welfare upon side issues. “The democratic party isa uni. for tariff reform, but is divided upon the silver ques- tion. “Why inject an element of discord into the party platform? The gold men may be right or the silver men may be right, but it seems to be unwise, inexpedient and impolitic to fur- nish our sntagoniste with an issue which was not varied in the the two last canvasses aud which ought not to be brought up now. “Let us go on with the contest for tariff re- form and settle all subordinate questions in our own ranks after we shall have won the vic- 0 you really think Mr. Milis will be elected Speaker?” “Unquestionably Ido. The fight is between the gavel and the issue of tarff reform. Sel- dom in the history of the country hasa Speaker been elected d upon person grounds “Mr. Randall was most excellent Speaker. He wielded the gavel as well as any man into whose hands it bas ever fallen. Yet he was beaten. Why? Simply because the imue of tariff reform defeated him. We had an ex- ample of the power of the gavel in the last Congress. Mr. Reed furnished the country with an evidence of its power and the demo- cratic party with a majority. Mr. Mills is identified with the issue of tariff reform on conservative lines und reasonable men will come to the conclusion that we not sustain the platform and destroy its au- or. NEW SECOND LIEUTENANTS, The Reports of the Two Examining Boards Approved by Secretary Proctor. Secretary Proctor today approved the reports of the two boards of army officers, which recently examined civilians and non-commissioned offi- cers for appointment to the army. Twelve candidates were selected from each list, leaving seven non-commissioned offi- cers and twelve civilians who, for various reasons, failed to pass the several ex- aminations. The assignments were made to the regiments of the service accord- ing to a lan designed to revent the bunching of oficers, appointed from sii and the ranks, whereby these new officers were sent to regiments having the least number of such appointments. Jt is the opinion of the officers who served on the boards that conducted the examinations that these twenty four new men will be a decided acquisition to theservice, as they represent the best elements in both classes, ‘The non-commissioned officers were assigned to regiments first, it being the policy of the de- ment to favor promotion from the ranks as far us possible. It is believed that once having received the necessary legal warning sealing vessels will leave the sea, but as about one-half of the fleet has avoided being served with notice it is feared that some reck- jess captain will raid the seal islands and then clear out.
