It is now quito generally conceded that General Kautz will not go to Dakota, for be will bo retired next January, and he has considerable work on hand 1n connection with the superintendency of small arms practice that will require most of his timo between now and the date of his re- tirement. “Should General Miles be sent to Califor- nia General Ruger would probably bo sent back to the department’ of Dakota with — headquartrs either at St. Paul or Chicago. Chicago is now the headquarters of the division of Missourt.
