Tull A Showiag of the Rosults of the Big Fee Bills of a Justice, ARE THE SALOONS PAYING Atlantic— Doing Crohibitton Cases Krom What Neola's People —~A Variety of B News. y An Expensive Court. The By res ve had several op portunitios to acquaint themselves with the costs to which this county is put to maintain Justice Frainey's court, as it has been conducted in the past. Now that he appeals agan for re-election, the public is entitled to the facts as shown by the records, indicating that a large number of trivial cases are entertained in this court, for which the county has to offenders were being there might be pay heavily. 1f ves captured and punished, some gool son for such expensive bills. The Bre showed in detail the other day that Justice Frainey had claimed of the county $2,055 for his fees, while the other city justices, during the same period, claimed searcely more than onedenth of this amount. It may be thought that in Justice Frainey's court criminal business there was more done and more rogues punished, but & search of the records shows that only a small fraction of the crimnal cuses begun had any real toun- I'mis too, according to 1 During 1 502 m. in ) u! oftice th he has ha criminal eases, for which th been called upon to Out_of theso 502 ca lu ally amounted to nothing. bout a dozen cases only hu deemed serious enough to be 3 «l by the grand jury, and of this dozen the nrnlmhlu) is thutno moy two or three have Deen or ever found guilty of the charges made against them. 'he justices' fees are but a small part of the expense thus entailed upon the c()unly In each of these cases there are feos for constables and witnesses, whi will amount t6 as inch more, so_that really appears that the county is asked for about four thousand doll.\rq to pay the expenses of gcmn a Zen men bound over to the zr.m urv uml a few runy offenders punished a few days n_jail or a nominal fine. In all these cases oflicers are employed, and constable fees run up proportion- ately fast. Constables Wesruy and Rick etts have done the most of the work in Frainey's court. Constable Wesley’s bills from January 1, 1885, to September 1, 1886, in criminal cases n Frainey's court alone, amount to $745.05, which the county board cut down to $i61.75, the lm.ird figuring a_total overcharge of §280.80. During the same period Consta- ble Barhyte, who served as officer for Justice Hendricks’ court, filed bills for criminal cases there amounting to only 179.05, of which the board allowed as mu. and correct all but $4.95. During the same veriod Constable ey 's bills for cuses in Justice Schurz's court were $45.15, ana _in Justice Hen- dricks’ cou Ql'ith while his bills in Jus- tico Frainey's court were $745.05. Constable Ricketts' bitls from Iust Jan- uary to September for criminal cases Justice Frainey’s court were $1 from criminal eases in Justice Schu cour $10.65; from cases in Justice Hendric court, $13.60. 1t appears, therefore, that the wonder- ful amount of criminal cases started in Justice Frainey's court prove a bonanza not only to him but to the constables, wkila the county has to foot the bills for the privilege of seeing 420 cases out ot 502 promptly dismissed, there being noti- ing to them except costs. —~ The best stove I ever had, is the ver- d/ ¢ of thousands who ha used the Ra |\l 1ant Home buse burner. An understanding has been reached by which those to pay_license will havo until the i5th of oach’ month to secttle, and if not paid by that time, then the war is to begin without further ceremony. The most of the afternoon was spent in the argument of the order of court for the defendants to produce in court certain books, showing th es, as required to be kept for oflicial inspection, It was argued that the court could not require this, as the order was one in effect com- pelling a defendant to produce ence 1o be used 10 an uttempt to conviet him of an offense, and no man being com- velled to eriminate himself, The judge decided to order the ndants to pro- duce the books asked for, or to show cause for not doing so0.
