What The Bee Gathered Abont the License Question In Wisconsin, — How the Badgers aro Buarrowiug Toward Prohibition, The Council Bluffs Bex man recently had the pleasure of a whirl through Wis- consin. and aside from the joy of greet- ing old frlends, and the annoyance of dodging old wash bills, gleaned some facts which will prove specially Inter- esting to the BEr readerr. 1t was apparent by even a hurrled con- cact with residents of various parts of the state, that Johnnle Barleycorn was bo- Ing talked about & good deal, but hardly creatlng as much of a sensation as In Towa. “mow wiGH 18 por 7" The Badgers are a peculiar race, and to one who has been In a communit, where high licence means $1,000 and low license means 300 to $500, thetr peculiar ldeas of what to play for “high” and what to play for ““low” are very amusing. Wisconsin has for years been drifting along under the supposition that while in neighboring states the llcences had been from $500 up to total prohibitlon, high licence—that is, preity bigh license —meant §75 dollars & year. Eyen this amount tcoms to have been consld- ered so great a eacrifice for the the payment of so extraordinary sum per annum, tho groatest liberty must bo al- 0 lowed thom for keeping open nights, and their back doora at least, open on Sun- days. With the exception of an ccea sional epasm of reform, thera seems to havs been a free-for-all in most wlsconsin citier, 80 long as the license of $75 a year was piid, In Milwaukee last year this was the extent of the license there, and there have been 1,000 saloons running there, Ina olty having a 150,000 pop- ulation, The mystery of the cheapness and pleantiness of the fcaming boer in that city is thussolved, Brief stops along the line of the North- western road, ranning through the ceutor of this rich and populous state chowed that the smaller citles had been taking it cqually easy. At Janesville, with a pop- ulation of 12,000 people, fiity saloons have been running at §75 a year. The aversge arrests of drunkenness aro about 350 a year, or about onea day. In Fond du Lac there are fifty-five to sixty - loons, with a population of 13,000 peo- ple. In Oshkosh with a population of about 18,000, thereare 102 saloons. In Appleton there are about fifty saloon the population is about 12,000, In al theee cittes the license has been only §75 ayesr. Belolt with Its population of about 6,000 has boen charglng the ex- traordinary high licenze for Wisconsin of §500 a year and has been msintalning ten saloons. “PLAYING HIGH,” The last leglelature, however, enacted 8 new law, snd 1t causes a smile among $1,000 lcense advocates, to lesrn that the concentrated idea of Badger states— manship announces $200 as ‘“high lcense” for cltles. Under the new law thoee cltles where $75 has been the rate ¥ | linings, aro pow compelled to fix 1t at least at $200, and 1t provides also that on the ap- plication of twelve property owners the councll of any city may call an election in September of any year, and the peo- ple shall then declde whether the license be reised from $200 to $350, or to $500. In caeo these s not a majorlty in favor of $500, the votes castifor 8500 are to be counted In favor of the $350, and I£ this does not make a majority in favor of §350, the license must remain at $200. HOW THE NEW LAW TAKES. This so-called high license law has stlrred up no little oppoeitlon. The howl in some places ls almost as great as it would be in Councll Bluffs to raise the license to $1,000. Even Millwaukee doubts whether it can stand a $200 that at present will call out a strong opposition. Of the other citios visited by the BEE misslonary, Appleton alone seems to have NOT BE DECEIVED.—Many Druggists and Grocers who do not have Dufly’s Pure | any strong element in favor of rasing the t Whiskoy in stock, attempt to palm off on customers, whiskey of theirown bottling, which | license to $500. ing of an inferior grade and adulterated, pays them a larger profit. Dr. D. D. Wheden, had shortly before his death evolved a carlous theory as to specters, His ides, slmply expressed, was that the eutire nervous system in a humen being, not the contents of the cranlum slone, constltnted the mind. Therefore, the ramification of the nerves, torming In themselves ashapeconforming exactly to that of the whole figure, made the soul of man just like his tody,so far as configuration wasconcerned. He had in his study a fine chart of the nervous system, aud this he would use in {llustrating his viows to frlende. He belleved that at death this contour and semblance of the dead body separated {tself, and became the eternal form of the spirlt, visit to its fellows and to terrestlal folke, Dr, Whe- den was a profound thinker, and his mental powers showed no diminution up to the day of his demise. His works are standard {n doctrinal matters pertaining to Methodiem, and for years he had edited Method'st psriodicals; but this tkeory of the soul’s shape was coneidered & speculative vagary, In which his serious credencs was doubted by his friends, He published a part of It awhlle before he died, but stated 1t rather as a fancy than afact, In Wheden's posthumous papers has been found a complete expcsition of his discovery, dessribing how the soul gets out of the bod, “Emerging upward,” he says, “the spirlt awakes Into the pure ether—a blees:d atmosphere. Thls paradisals ether s an efiluence from the dlvine essence, and the emancipated soul bathes, swims, lives In its own genial and native element. Paradise thus pervades our alr above and around us, at death the splrlt enters thereinto as through the vell. He goes on in a somewhat rhapsodical style until reaching a conclusion that ap- paritions are casual glimpses of the beings of the belngs of this usually invisible world, ‘‘Even the resurreot body of ," he msys, ‘‘walked through the all of the house, and first revealed If to his dlsciples at the table.” He oalls these belngs angelolds, and argues that they leave behind them, in the die- carded corpse, the bsser attributes, But he s clear in his bellef that the senees of sight, eto , remsin fn the angeloid.
