The man used to be wealthy, and many here still re- member when he had 160 acres of splen- did land, and was well fixed every way. He is now broken down in health, destitute of means, and is a pitiable ob- ject indeed. The case of the confidence man, who was arrested on Saturday, will ‘come up before Judge Aylesworch Thursdaymorn- ing. In the meantime he lies in jail, and the two most important witnesses, Donnelly, the young man who was rob- bed of $200and the man who helped catch the confidence man, are held in the custody of the officors at the city build- ing. Mrs. D. A, Benedict has concluded to @o out of the ladies’ furnishing goods and notions businuss, and will therefore soll @oods in that line at cost. The stock is all new, too, so that bargains are offered surely. The closing out of this part of the business will enable Mra. Benedict to give more time and attention to the man- ufacture and sale of nair goods, in which she has 80 many customers to supply. The ladies’ committee, with Mrs, F., 8 Pusoy as chaizwan, is making great prop- arations for next Friday. J. J. On Saturday he sottled with the company, drawing his pay in full, and then sent over his board bill for the com- pany to pay. Payment was refused, the company claiming that it never agred to pay it. Anderson then refused to hand over to the company the advertising con- tracts he had taken for the paper, and on account of this he was arrested, charged with embezzling. The case was to have come up before Justice Schurz yesterday afternoon, but a continuance was had. Col. Sapp appears on one side and John N. Yesterday morning an old lady named Mrs. Larenburg, who lives at the corner of Tenth and avenue D, was attacked by a cat belonging to her and which she has not considered dangerous The cat was evidently mad but what it was mad about, or whether it was a case of hydrophobia or not is not so_certain, The woman had her sleeves rolled up, and was about her work when the cat jitched at her, and not nnlyvrcrlncl d her arms badly, but bit her in several vlaces. It is Alreaty Buil, Conneting Coun- il Bloffs With Omaa, bat on Paper, A Wagon Bridge Attachment Made a Necessity Under the Charter. Full Text of the Bill, The bill for a combined wagon and railroad bridge has now passed the house and senate, also a nearer approach to a new bridge than has ever been reached before. The original bill did not make the wagon bridge a necessity, it simply gave the company the right to put it on, but Congressman Pusey, of this district, had the bill amended so that the word “ghall” was substituted for “‘may.” He also added to tho first section the last proviso. In this amended form the bill has passed both the house and senate. The following being the full text of the bill, as thus amended and passed: Be it enacted ete,, That the Nebraska Cont- ral railway company, an incorporation organ- izod under the laws Of the state of Nebraska, is hereby authorized to construct and maintain a bridgo across the Missouri river, at such a point us may be hereafter selocted by said cor- poration, between the nerth and south_line of the county of Douglas, in the state of Nebras- ka, aud at least one third of a mile from any sther bridge, as shall best promote the pnblic convenlence and wellfare and the necessities of s and commerc nd also to construct ks Lo kecure the host pra ticable tion, and to confine the flow of water to a permanont chaunel at snch nt, and also to lay on and over said br ond track for the more perfect conne tons of any railroads that areor_ shall be stricted to sald river at or opposite said po and said corporation shall construct and mai tain ways for wagons, carringes, and for foot passengers, charging and receiving reasonable toll therefor as may be approved from time to tima by the secretary of war, provided that suid bridge and all property belonging to or connectod with the bridge shall be constructed. maintained and used as a combination railway and wagon bridge for the safe and convenient passage of wagons, carriages, stock steam, ca- ble and streot cars, and all road travel, but used by railroad track and cars. Sec That said bridge shall bo con- structed and built without material interfe ence with the security and convemence navigation of said river, beyond what is nec sary to carry into effect the rights and privils eges horeby granted; and in order to secure that object the said company or corporation shall submit to the secretary of war, for his oxamination and approval, a design and draw- ing of the bridgeand a map of the location, xiving for the space of one mi e above aud one mile below the proposed location, the topog- raphy of the banks of the river, the shore- lines at high and low water, the direction and strength of the current at all stages, and the soundinge, accurately showing the bed of the stroam, the location of any other bridge or bridges, aud shall furnish such other informa- tion a8 may be required for a tull and s factory understanding of the subject until the said plan and location of the b e, a8 approved by the secretary of war, the bridge shull not be built. Provided that if the said bridge shall be made with nunbroken and continuous spans, it shall have three or more chanuel spans. and shall not be of loss elovation in any case than fifty feet above high- water mark, as understood at the point of loca- tion, to the bottom chord of the bridga; nor shall the spans of said bridge be less than throo hundred feet in length, and the pi-rs of said bridge shall be parallel with the current of said river, and the main span shall bs over the muin channel of the river, and not less than three hundred feet in length, And provided also, Tuat it any bridge built under thix act shall be cunstracted as & draw- bridge, the same shsll be constructed as a pivot-bridge, with a draw over the main chan- uel of the river, at an accessible and naviga- ble point, and another span of not less than ono lundred and vxty foot i lovgth intho clear on each side of the central or pivot pier of tho draw, and the next adjoining span or spans to the draw shall not beless than three hundred feet, and the head room under such span shall not be less than ten feet above high water mark. Provided also, That said draw shall be opened promptly npon reasonabls signal for tho passing of boats; and said com- pany or corporation shall maintain, at its own expense, from runset till sunrise, such lights or other signals on said bridge as the light- house board shall prescribe, Provided also, That all rail way companies dariring touse said bridga shall have and be entitled to equal rights and privileges in the passage of the same, and in the use ot the machinery and fixtures thereof, and of all tho approaches thereto, under and upon su h terms and con- ditions as shall b prescribed by the Secretary of War, upon hearing the allegations and proofs of the parties, in case they shall not © agree, Sec. 3.
