The council then adjourned. A SUNDAY WALK. A Walk Around the City and was seen by a Reporter. What Sundsy was o beautiful day, and tempted by the warm sunshine snd the fresh air, a Brr reporter started out for a quiet stroll around the city. Bear in mind that reporters always walk. Not bucause thoy can not afford to ride, no, not by any means, but they always pre- fer to walk because—well, because it makos their feet sore to ride. That is about the only reason that can be given for a reportor's desire to walk. The firat thing noticed was the large ‘number of people upon the streots. Peo; ple walking, people riding in earriages, on horseback, on bycycles, in the street car and in almost every conceivable man- ner, Everybody seemea to have bat one object in view and that was enjoy- ment. Strolling up Davenport until Eigh- teenth street was reached a stench greeted the reporter's nose, which made him grasp that organ with both hands, while his stomach gave evidence that a war was taking place within. Upon look- ing around, the cause of this foul amell was soen. In the ditch lay the carcass of a targe tom-cat, which must have lain there for at loast three days, for it was bloated to nearly twice its natural size. On the corner of Eighteenth and Cass lay two more deccased membera of the feline tribe. Three dead cats within two blooks and the reporter was not out looking for cats either. In the western portion of the city, large heaps of manure and offall was dumped ' upon the ccmmons and there left to give forth its sickening odors and bread discase aud death. Many of the alloys were also noticed to be filled with the fith and garbsge which had accumu- lated during the winter, and under the softening influence of the warm sun gave forth anything but a healthy perfume, Many of the principal atreets were ob- served to bo half filled with old wagcns and clap traps of all kinds, presenting & decidedly slouchy and untidy appearance, But notwithstanding all these bad and and obnoxious things, many gcod things were noticeable. In hundreds of yards, houseplants had been imbedded in mother earth, and the blossoms gave forth a rich l.mtfume pleasing to the mnostrils. The [awns about the city are being fixed up, and havo put on their beautiful coat of green, and the poor man can walk upand down the streets of our beautiful city and Djo{, in o mensure, at least, the bounties and blessings of the rich. A reduction was anticipated, but no one expected for a moment that the cut would be anywhere near so heavy as that announced in a general order which was issued from headquarters in this cily yosterday. The circular on this account croated considerable surprise, the reduc- tion ranging from ten to fiftoen per cent. Please publish the following, which I trust will be a full denial of the article in this morning's Herald, inwhich it stated that there had been a great change in the appearance in and around Rasmussen’s milk dairy. It states first, the cows have ‘been removed, which is truo, but because they could no longer wade through the yard on account of the great depth of manure, Next that there had been six inches of dirt spread over the yard, while the truth is there is not over two inches and some parts not even hidden, and the north half, which is nearly as foul as the wouth, has not been covered at all.
