Most people thought the opposite would be the fact, that it would be Impossible to shat up the gambling places, and that they would soon be running agaln, but It ssems now that ‘‘the kaowlng one” may yet prove to be right. There {s much below the surface in this commotton about gambling places. All bosh ! Theto is to start with the fact, ad- mitted on all sldes, that Council Bluffs needs to have a house cleantag, morally speaking. Almost every sa- loon has had some sort of a gambling game runcing, and openly too, besldes the regular gambling houses, The moral people are dlsgusted and demand aroform, The business men insist an a matter of businees policy, that there shall not be ¢o many traps open to catch thelr customers’ money. A large number of saloon men want to see the gambling stopped, because those sa- loons with which regular gambling entablishments are connected are do- Ing most of the bar business, especlal- ly in the eveninge, leaving thelr own sample rooms dreary and lonesome, and thelr tills empty. Added to thoso opponents of the gambllng saloons are some of the gamblers themselves. They find the business {s all chopped up, and a fow aro kicking greatly because they cannot moaopolize it and divide the profits between two or three Instead of fifteen or twenty. With such a feeling it secoms natu- ral for some actlon to reenlt, and henco the move. The ind catlons are quite apparent that in view of the way business was belog run, a little clique of gamblers concelved ths brilllant idea of using their politloal power to get an order passed by the council shutting up certain games, thus throwing to them and thelr games the benefit of all the business, This clique Is the one of which Pat Lacy seems to bo the acknowledged head and front. This was all the business done at the meeting, and it seemed a Licy arrangement pretty thoroughly. The resolution as adopted provided for shutting up all the places. This was not what was planned for by the Lacy clique, but having gone so far there was no backing out. The order belng lsened, all the gamtlag h-uses closed at once, each party not car- ing to glve the other ono a chanca to ralse & rumpus by violatlng the order. They also are quite willing to keep shut up, bellev- ing In the survival of the fistest, and each in the hope of tirivg others out, so that when they resume thers will be fower to do tae buelness and the profita will be larger. The funny part of it is that now sented to an order to close, and have complied therewith, there are some i the council who propose to take them at thelr word and keep them closed 1f pessible, It is thought that it will effact two things.
