Early this morning it was noised about town that a Mr., Woolstan, rep- resenting the ‘‘Diagonal” railroad, had arrived and was anxious to sce tho leading cltizans of Councll Bluffs. At 3 p. m, the spaclons offices of Odell & Dsy were filled with the most prominent men of this city. On motion Mr. E, L. Shugart took the chalr and Mr, Samuel Haass acted a8 secretary. Mr. Woolston gave an outline of the work already acoomplished by the com- pany ho represeated, showing that materlal, men and money were on hand and that dirt was flying energet- feally, the route from Marshalltown to D:s Molnes being partly giaded. The road had secured liberal bond, land and cash bonuses at different pointa along the line, but he had no propositions to raake at this time to the cltizons of Council .Bluif. He wanted to make thelr zcquaintance, and announced that his company ex- pected to bulld into Couucil Blaffs thissoason, He also stated that an- other railroad, known as the ‘‘Merrill” railroad, was anxious to come to this city, but thought that the road he represented could beat its rival large- ly. He was of the opinlon that when one of these roads bullt to this city the o:her would not come. Mr. Woolston then retired, and an extended diecuesion followed, which was participated in by Hon. John Chapman, Hon, W. ¥ Sapp, E. L Shugart, W, C. James, J. J. Brown and others, —A large number of the best citizens of both parties are urging Col. J, H, Keatley to become a candidate for the position of state senator, —Justice Vaughan will to.day send out about forty executlons in obedience to or- ders from parties who had cases before him, ~—The clerk issued marriage licenses to the following parties: Michael Sweet, of Happy, N, Y,, to Maggy Baggs, of Brook. Bills were allowed to the amount of $163 95, of which $49.60 were for new books and binding old ones, The number of books added to the library by purchase was 49, and a large pumber of documents and papers by donation. The Atlantic Monthly has been added to the list of magezines on the table, The report of the librarian for Fobruary showed 2,880 yisi- tors to the library sud reading rooms, 1,508 books were taken from the library aad 802 registered books taken. A reso- Mution was adopted that the reading room e kept open Bundays from 3 to 6 o'clock » m, snd directing the sommittee to make necessary arrangements { herefor, It was evidently the sense of the meeting that the *‘Dlagonal” would be a very valuable acquisition, and if some arrangements could be made that would prevent pooling, it would indeed be a Godsend, but pool or no pool, the ‘‘Diagonal” was wanted for a long list of very Important reasons, Some discussion was had relative to ‘‘Merrill's” road, and while no un- triendly feeling was manifested to- wards it, yet it was conceded that this was essentlally a ‘‘Dlagonal”’ meeting, and It would time enough to con- slder other rallways when others were ready for conslderation, motlon, & committee of five was appolated by the chair ar a citizens’ rallroad committee for Council Bluffs. The following gentlemen were placed on the committee: Judge James, J. J. Brown, Rev. B. I'. MoMenomy, Oolonel Bapp and Jobn W, Chapman, Mr. Horace Everett's name was urged, but that gentleman declined on the ground that the committee was large enough and that it could not be Improved. Mr. Shugart called attention to a matter foreign to the purpose of the meeting, bnt its paramount tmpor tance was, he thought, ampie reason for its presentation. The tulegraphic facitities afforded Council Biuifs were proving wholly inadequate to the re- quirements of our rapidly growing clty, gnl. Sapp spoke of a number of in- tolerable outrages that had boen per- trated by that, seemiugly irrepressi- gl‘a monopoly, and nrgeg a movement looking to complete leglalative redress for these grieviances. Many others complained of incffi- clency, |rregnlult¥ and damaging and vexatious delays. ,i‘ha geueral opinion almost universally expressed by the business men wae that beyond the news furnished to the papers the tele- graph was of no value in the city, and many had ceazed to Juee it altogother, A repeating offico for Oanuulr Bluffa was on all hands conceded to be the oply remedy for this state of affairs. Some were In favor of making a fight at once, others wero disposed to %flitlnn first, and fight afterwards, 'he latter proposition prevailed. Tha secretary of the bosrd of trade, Mr. E.
