Will the Council Play High or Low ? A Meeting of the Saloon Men Yesterday Afternoon, OMoe: No. 7 Pearl Btreet, Near Broadway. ~ MINOR MB The question of a high or low license for saloona is still agitating the offi cials and the saloon men, snd last bat not loast, th who are aspiring to some local political officcs. The ordi- nance passed by the council fixing the license at $500 a year, to go into effect the 1st of May, has not been published and ls to lay qulet until the meeting next Monday evening, there being somo points about its legality which om clonded, It It sald that its pub- lieation would cause it to go Into «ffect fivo days after publication, and that would bs in contradiction of the clause making It to go into cflect May 1. There are scme other points about the ordinance which need consideration, and under the circumstances It is exceedingly important that auy license ordinance should be so thoroughly framed as to stand the contests which are in any event bound to arise, There is a disposition on the part of some to have the matter drag along so aa to become an issue in the coming clty election, and make s test at the polls by putting up low license candi dates for the three aldermanic va- cancies to be filled. There are many who objeot to ils being thus dragged into a local political scramble, and some of the aldermen will do all they oan to prevent this, Tt Is claimed that those saloon men whe wlill be unable or unwilling to pay 8600 license for selling wine and beer, the state law belvg sgainst the sale of whisky, will continue business without license, and if complained of by those who do pay 8500 license, they will in time see that the-licensed dealersare prosecuted forselllng whis- ky. The eff:ct desiied to be reached by such prosecutions will be to sicken the licensed vendors for paying $600 for selling wine and becr, when the city cannot protect them from prosecution for selling whisky. It was originally the intention of the council to make the new license ordinance go into effect at once, but it was ropresontod that this would give too short notice to the saloon men, and if any desired to go out of business rather than pay t%m $500 license, such would lose on their United States license, which is paid bp to May 1. This led the council to fix May 1 as the time for the ordinance to go into effect, The threats of some of the saloon men that they will not stand the ralse, and that they will not pay the required amounts now due and coming due under the old arrangement, have brought out the counter threat that the council, instead of making the new ordinance go into effect May lst, to accommodate them whl make it go into effect at once, There ‘Jromllu to be much music along the line, and theraare many and varied opinions expressed. The al- dermen themselves differ as to what is best to be done. Were it not for the peculiarity of the law in this state,there would be without doubt ah even higher license fixed than $500, bat the state law barring out whisky glves rise to many conjectures, as in any ovent whisky will be sold here, so that while those who keep unli- consed saloons will be violating the clty ordinance, while those who have licensed saloons will be violating the state law if they soll whisky, and they they can hardly afford to pay $500 & year for the privilege of selling wine and beer only, There is, doubtless, a large majority of the citizans here who hope to see the matter s> ad- justed as to fix a high license. and weed out of the business the dogerels and irresponsible men. Still if & high license ordinance is so framed a8 to leave loopholes, and ocauses for tiresome litigations, it will be worse than a lower license ordinance faith- fully executed. The aldermen need clear heads and steady nerves just uiow. Riley. J. J. Stewart, of this city, aud Judge Anderson, of Omaha, appeared for the plaintiff, and C. J, Pbelps, of Omaba, for the defendant, One of the chief questions involved was that of the extent of a man's lability for debts con- tracted by his wife and children, —Rush & Keeline is the titleof a new firm who are to embark in the grocery business on the first of next month, They will occupy the old stand of Bell & Hall, owned by Mr, Keeline, Mr. Rush isan old citizen of Council Blufts, and was for years in the grocery business, but has late- ly confined his sttention to farming, He will be heartily welcomed back to business circles here, Mr, Keeline has lived here for twenty-five years, and needs no intro- duction to this community, where he is so well known and so bighly esteemed. ~The cow war still keeps, thore who bave animals impounded naturally kick- ing, and those who have heen bothered by the cows being equally earnest in wanting the ordinance enforced. The council seems firm as a rock, and individually and collectively the aldermen insist that there will be no weakening on their part, but that the ordinance shall be enforced, A move is made to have the pound putin proper condition for the care of cows who are picked up, as in ita preeent condition the place is an outrage. Merchants Now Leave Them Un- locked $) That Burglars Need Not Blow Them, Lewis Hammer Finds the Plan Wo ks Pretty Well, Thero have beon so many safe blowers prowling about that several of the business men have now adopted a plan for saving thelr safes, if pos- sible, by either leaving the eafes un- locked or else putting vp a placard an- nouncing how to open the safe without the trouble of blowing it open with powder, In one cflice is observed a fine safe, supposed to be burglar proof, snd which bears directions to any burglars who may want to get inside how to work the combination, Another has a sign notifying them that there is ro money ineide, while another pla- card reade: ‘‘Don’t use powder. Just turn the knob.” There have been about twenty safes blown open in the city and vicinity within a fow months, ard as none of the cracksmen have been arrested and convicted, safes aro seemingly to be relied on now only for protection from fire. Lawis Ham- mer has had his lomber yard office visitod twice by ssfo blowers, and has sicce left his safe unlocked so that 1t would not be spoiled again. Yester- day morning on opening the office he found that another visi‘ation had been made during the preceding night, the fellows having gained an entrance >y usirg a chizel on the rear door. They oad found the front door cf the sufe unlocked, so they had no occaston to do any blow- iog, but they broke down the fasten- ings of the inside drawers which chanced to be lucked, They secured for their trouble only a dollar or two in change. They carried off a sort of peeket book which they evidently thought contained wealth, but on ex- amining it, and finding it to contain only memoraudas, they dropped it in the street outside.
