The facts are st follows: The whole number of ex ocutive appointments during the four yoars immediately preceding Mr. Garfield's assassination was 2,696, of this number 244, or 9 per c-nl. |n volved the removal of previous incum- bents, The number of removals to the whole namber of appointments must be the eame during each of those four years. In the firs% year there were 790 appointments and 74 remov- als, or 93 per cent; in the seoond, 917 appointments, there were 85 removals, or 85 per cent; in the third, with 480 appointments there were 48 removals, or 10 per cont; in the fourth, with 420 appointments there were 37 re movals, or 86 per cent. In the four months of President Garfield’s admin- fstration there wore 290 appointments and 80 removals, or 32 per cent. Precisely the same number of remov- als has taken place in the fourteen months which fmo since elapsed, bat they constitute only seven eightha per cent of the whole number of appoint- ments, one and one-eighth, within that period, and less than two-sixths of the entire list of officials, 3459, ex- clusive of the army and navy, which is filled by presidential appointment. 1 declare my approval of such legisla- tion as may be found necessary for supplanting the existing provisions of Iaw in relation to Q8 POLITICAL ASSESSMENTS In July last I authorized a public announcement that employes of the government should regard themselves at liberty to exercise their pleasure in making or helping to make political contributions or refusing to make con- tributions and thav their action in that regard would in no manner affect their official atatus. 1n this announce- ment I acted on the view which I had always maintained and still maintain that public officers should be abso- lately free to give or withhola a con- tribution for the aid of the political E:rty of hischofce. It has, however, en urged, and doubtless not with- out foundation, that by the solicita- tion of supertors and by other modes such contributions have at times been obrained from persons whose only mo- tive for giving has been fear of what might befall them if they refused. It woes without saying that such contri- butions are not voluntary. In my judgment thetr collection should be prohibited by Iaw.
